Test Engineer (Level 3)
The Level 3 Test Engineer is responsible for leading the analysis, evaluation, and testing of complex systems and processes, ensuring their performance and compliance with requirements. This role involves developing test plans, procedures, and documentation, conducting data collection and analysis, and supporting test and evaluation (T&E) integration with other teams. The Level 3 TE will also manage resources and tasks, coordinate testing activities, and communicate results to stakeholders. This position requires a highly experienced professional with a deep understanding of T&E principles and the ability to provide technical leadership in support of government T&E programs.
Salary: Up to $200K
Location: On-Site, Fort George G. Meade, Maryland
Clearance: Top Secret/SCI with Full Scope Polygraph (NSA-required)
Responsibilities:
- Lead the development of evaluation and test plans based on system requirements, acquisition plans, and system descriptions.
- Analyze operational and system performance requirements to frame and prioritize T&E objectives.
- Develop and execute risk-tailored testing strategies for system and operational effectiveness, including inspection, demonstration, simulation, and physical tests.
- Conduct data collection and analysis, apply statistical methods to assess performance variations, and characterize confidence in performance estimates.
- Produce comprehensive T&E documentation, including Test & Evaluation Strategies, Master Plans, Event Test Plans, Test Readiness Reports, and Evaluation Reports.
- Coordinate T&E efforts with Systems Engineering (SE) to integrate modeling and simulation, functional analysis, and performance risk assessments.
- Manage T&E resources, tasks, and quality assurance processes, ensuring high standards in test processes and products.
- Provide technical direction to Level 1 and 2 TEs, guiding task execution and drafting plans for review and approval.
- Work directly with the Government sponsor to coordinate test implementation and support contract requirements.
- Ensure test readiness, including training of participants, equipment readiness, and compliance with security, legal, and privacy requirements.
- Drive innovation in response to program changes and evolving T&E status, developing and recommending courses of action for risk management.
- Participate in T&E Working-level Integrated Product Teams (WIPTs) to ensure proper coordination and integration of evaluation activities.
- Support data authentication and configuration management functions, and comply with discrepancy reporting criteria and processes.
Qualifications:
- A minimum of eight (8) years of experience as a Test Engineer in programs and contracts of similar scope, type, and complexity.
- Bachelor's degree in Math, Science, Engineering, Statistics, Engineering Management, or a related discipline from an accredited college or university is required. Alternatively, four (4) years of additional TE experience may be substituted for a bachelor's degree.
- Demonstrated experience in planning and executing T&E activities, including statistical analysis, risk assessment, and data management.
- Familiarity with NSA T&E standards, government test documentation, and applicable regulations.
- Top Secret/SCI Clearance with Full Scope Polygraph is required (NSA requirement).
