DEFINITION: Responsible for overseeing the 9-1-1 training program, assisting with the operational needs of the Missoula 9-1-1 Center, and supervision of the public safety communication staff.
EXAMPLE OF DUTIES: Responsible for new hire training; training for trainers; and the coordination of CPR and Emergency Medical Dispatching (EMD). Provides training; schedules training assignments for trainees and trainers with input from the Lead PSCO’s and the 9-1-1 Manager. Schedules additional or remedial training for trainees; recommends corrective action, extension of the training period or termination to the 9-1-1 Manager. Participates in the recruitment and hiring process; works with Human Resources to open recruitments; schedules and oversees the Critical and numbers testing; schedules screening interviews and participates in interviews; assigns Leads and/or dispatchers to partake in this interview. Makes recommendations for hiring. Assists with employee performance management. Documents performance and behavior; counsels employees on performance and initiates performance improvement plans; and conducts yearly performance evaluations. Documents and executes appropriate disciplinary action in coordination with the 9-1-1 Manager.Oversees and assists with schedule development; pager assignment; summer and winter time off and filling open shifts. Responsible for keeping up to date the Standard Operating Guidelines (SOG) and Policies and Procedures and biennial reviews of each.OTHER DUTIES: May be assigned duties to assist the 9-1-1 Center Manager or Emergency Management Director with administrative tasks such as: Scheduling, tracking and documentation of continuing education for non-probationary PSCOs; maintenance of the CAD system (computer aided dispatch) by updating information files including: geo-files, jurisdictional boundaries, business contacts, incident procedures and hazardous materials information; attending meetings and conferences and conducting tours, school presentations and other educational or public relations activities. Performs related work as required or directed.
MINIMUM QUALIFICATIONS: Requires high school graduation or GED. Certification through MLEA, APCO or other recognized emergency service dispatch training program desired. College-level courses in communication, education, or related field desired. Requires three years of progressively responsible experience in the field of public safety communications.
SPECIAL REQUIREMENTS: Must maintain current CPR, EMD and EFD certification and pass hearing examination biennially. Must be able to pass a criminal background check. Certifications in adult education and instructor development desired.
PHYSICAL/ENVIRONMENTAL DEMANDS: Work is primarily performed in an office or communications center and requires long periods of sitting at a computer terminal and performing data entry. Requires occasional bending, reaching and light lifting. May require working rotating shifts and exposure to a stressful environment. Requires hearing which falls within normal limits for both pure tones and speech, per audiogram. (An average will be taken of 500, 1000, 2000, 3000HZ. The applicant must have an average threshold of 20dBHL in each ear). May require some travel for training and meetings.
