GENERAL DESCRIPTION :

Under the direction of the Infrastructure Field Operations Branch Manager (FOBM), this position Performs advanced (senior-level) project management work. Responsible for providing critical managerial oversight and reporting of the Capital project delivery for half the State of Texas, encompassing all partner Division facility locations as designated by geographical areas of responsibility. Monitors and provides guidance to the regional team comprised of General Contractors, Design Professionals, Contract Managers, and Cost Accountants in an effort to achieve partner Division goals focused on the development and repair of critical capital infrastructure in support of the Agency's short-term and long-term strategies. Assigns and supervises the work of regional Construction Project Managers. Performs complex program administration, construction project management guidance, conflict resolution, and technical assistance to the Regional team as well as all Texas Parks and Wildlife Department (TPWD) partner Divisions. Performs multiple roles in managing the regional Capital programs and on occasion directly manages special projects. Responsible for managing multiple biennial programs monitoring their priorities, resource capabilities, validation of project schedules and budgets, oversees project execution from the project contract bid through close out process. Directly supports the FOBM with the integration and consistent project management methodologies for the purpose of continuously reviewing, updating, and optimizing the Regional portfolio to ensure compliance with changing organizational strategies, budgets, goals and objectives. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a Bachelor's degree in Architecture, Engineering, Landscape Architecture, Construction Management, or closely related field.

Experience :

Experience in administrative processes, budgeting, scheduling, cost estimating, total quality management, team building and/or organizational development.

Seven years of comprehensive experience across the construction industry, including, but not limited to: project management, superintendent, inspector, or architect and engineer of real property construction programs, which may include land development, building facilities, civil, water or wastewater, and road construction projects.

NOTE: Experience may have occurred concurrently.

Licensure :

Must possess or be able to obtain a valid Texas class 'C' driver's license within 30 days of employment.

ACCEPTABLE SUBSTITUTIONS :

Education :

One additional year of progressively responsible experience in the construction industry may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.

Experience :

Graduation from an accredited college or university with a Master's degree in Engineering, Architecture, Construction Science or related field may substitute for two years of the required experience as a Project Manager, Superintendent, Inspector, or Architecture/Engineer of multi-disciplinary projects.

Graduation from an accredited college or university with a Doctorate degree in Engineering, Architecture, Construction Science or related field may substitute for four years of the required experience as a Project Manager, Superintendent, Inspector, or Architecture/Engineer of multi-disciplinary projects.

PREFERRED QUALIFICATIONS :

Experience :

Experience with project management of real property construction programs, which may include land development, building facility, civil, water or wastewater, and road.

Experience in public speaking and conducting presentations.

Fifteen years of experience as a Construction Project Manager of multi-disciplinary projects.

Licensure :

Current Project Management Professional (PMP) certification issued by the Project Management Institute.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of Project Management theories and practices applicable to limited scope projects.

Knowledge of systems and procedures used to evaluate a third-party vendor's performance.

Knowledge of local, state, and federal laws and regulations relevant to the administration of the project undertaken (International Building Code; Americans with Disabilities Act; NFPA 101 ' Life Safety; OSHA);

Knowledge of Project Management processes, tools, and techniques.

Knowledge of Sustainable Building Methods and Systems.

Knowledge of the construction process, construction management techniques, proper construction contract documentation, and building operations.

Knowledge of applicable codes and standards.

Knowledge of construction estimating and appropriate levels of estimating as it applies to origination, planning, and bid costs for capital projects.

Knowledge of project activity and resource scheduling.

Knowledge of alternative energy technologies, Sustainable Design, and Leadership in Energy and Environmental Design (LEED) principles.

Knowledge of project management theories and practices applicable to projects of moderate scope.

Knowledge of Project Management systems, techniques, and processes (Project Management Institute or similar).

Knowledge of engineering and/or architectural design principles, site planning, practices, methods, systems, and processes.

Knowledge of professional consultant selection and various construction procurement methods used b governmental agencies under state law.

Knowledge of Project Management theories and practices applicable to projects that are complex in scope.

Knowledge of outdoor resource-based recreational facilities and supporting infrastructure requirements.

Knowledge of Building Owners and Managers Association methods and practices for governmental and commercial buildings.

Skill in using MS Word, Excel, Access, Outlook, and Project.

Skill in effective verbal and written communication.

Skill in project management monitoring.

WORKING CONDITIONS :

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Required to adjust to changing schedules.

Required to work overtime as necessary.

Required to perform manual labor including lifting supplies and materials up to 50 lbs.

Required to operate a State vehicle.

Required to travel 10% with possible overnight stays.

Required to conform to dress and grooming standards, work rules and safety procedures.
