About the PositionDispatchers answer all incoming 911 calls for Charlevoix, Cheboygan and Emmet County. In 2022, over 144,000 phone calls were received via 911 and administration lines.Primary ResponsibilitiesComputer‑Aided Dispatch (CAD) – manage personnel, reports, addresses, mapping and other data within the dispatch system.Law Enforcement Information Network (LEIN) – enter and maintain warrants, PPOs, court orders and distribute bulletins to local law‑enforcement agencies.Radio communications – oversee radio traffic for all public safety agencies, monitor MPSCS talkgroups, and support City Police, County Police and Fire/EMS categories.Weather monitoring – gather information from NWS, TV stations, LEIN and other sources, and notify relevant agencies of weather‑related events.Emergency Medical Dispatch – conduct structured call‑taking procedures to determine the appropriate level of EMS response.Training and CertificationTraining consists of four structured phases:Phase1: Observation and Computer‑Aided Dispatch (CAD)Phase2: Law Enforcement Information Network (LEIN), RMS and SOGsPhase3: 911 Call Taking and CAD EntryPhase4: Shadow Phase – independent operation under minimal supervision.Successful completion requires:Pass all tests in every phase.Complete the shadow phase without issue.Complete beginner and advanced dispatch training.Certification in Emergency Medical Dispatch, CPR, and Michigan LEIN.Testing and Screening RequirementsPass a criminal background check.Pass a background investigation.Pass a psychological evaluation.Pass a physical exam, drug screen, and hearing test.Typing test – 30 words per minute or higher.Personality test.Critical skills test via Criticall software.Scheduling RequirementsCCE911 Central Dispatch Authority operates 24hours a day with 12‑hour shifts. Shift assignments are based on seniority and may change with departmental needs.
