DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:
The Staff Analyst serves in the Houston Public Works (HPW) Council Liaison Branch within the Office of the Chief of Staff in the Director’s Office. This team functions as the primary point of contact for Houston City Council Offices, including 11 district offices and 5 at-large offices, coordinating communication and responding to inquiries.
Working collaboratively with other Council Liaison team members, this position provides advanced professional, administrative, and analytical support related to City Council inquiries and intergovernmental communications. This position is responsible for researching, tracking, analyzing, and coordinating responses to Council Office requests in collaboration with multiple HPW divisions, executive leadership, and external stakeholders. This position will offer back-up support for Public Session and Requests For Council Action (RCA) functions. This position will also be the central point of contact for all departmental presentations that are made to the various council committees and will collaborate with internal stakeholders to ensure that appropriate follow-up responses are conveyed in a timely manner. Will engage with council committee chairs, including those from the Government Operations, Service Delivery, Quality of Life, Budget/Fiscal Affairs, Proposition A, and Economic Development Committees.
The Staff Analyst ensures timely, accurate, and policy-aligned responses in compliance with City of Houston communication protocols and department procedures. This position operates within a high-visibility governmental environment requiring discretion, professionalism, and strict adherence to communication protocols. The Staff Analyst plays a critical role in ensuring accurate, timely, and coordinated responses between Houston Public Works, City Council Offices, and the public. The role also requires attendance at evening and weekend events, including town halls, public meetings, and other council or department related engagements
RESPONSIBILITIES:
- Investigate, analyze, and make recommendations regarding City Council Office inquiries, Public Session concerns, Request for Council Action activities, and other high-visibility matters involving Houston Public Works operations, programs, policies, and service delivery.
- Review, interpret, and evaluate information from multiple sources, including 311, CityWorks, INFOR, Engage Houston, CIPMS, GeoHub, Houston Permitting Center tools, division records, and other enterprise systems, to determine issue status, operational context, response requirements, and appropriate resolution path.
- Compile data, produce analytical summaries, interpret results, and develop ad hoc reports, briefing materials, response summaries, and special documents for management, executive leadership, and Council-related communications.
- Evaluate incoming Council matters to determine appropriate routing, escalation level, policy considerations, response sensitivity, and required coordination across HPW divisions or other City departments.
- Track, monitor, and analyze inquiry volume, response timelines, service level commitments, aging items, recurring issues, and resolution outcomes to identify trends, performance gaps, and process improvement opportunities.
- Develop and maintain dashboards, tracking tools, reports, and performance metrics related to Council inquiries and constituent response activity.
- Interpret City of Houston communication protocols, HPW procedures, administrative policies, and operational guidelines to ensure responses are accurate, consistent, timely, and appropriately authorized.
- Represent the Council Liaison Branch in meetings, briefings, and follow-up discussions with HPW divisions, City Council Office staff, executive leadership, and other stakeholders to gather information, explain findings, and support resolution of moderately complex issues.
- Participate in the evaluation and design of workflows, tracking processes, response templates, reporting tools, standard operating procedures, and technology-based solutions to improve Council Liaison Branch operations.
- Coordinate cross-functional issue resolution by obtaining and reconciling information from multiple HPW divisions, identifying conflicting or incomplete inputs, and preparing recommended response options for management review.
- Support special projects involving Council communications, constituent inquiry trends, service delivery analysis, and executive reporting.
- Prepare, edit, and revise executive-level correspondence, issue summaries, Mayor’s Memorandum support materials, Council-related briefings, talking points, and other written products requiring accuracy, discretion, and policy alignment.
- Handle confidential and sensitive information related to Council inquiries, Public Session speakers, Request for Council Action roles, constituent concerns, operational issues, and executive communications in accordance with applicable protocols.
- Attend occasional evening or weekend meetings, town halls, public sessions, community events, or Council-related engagements to gather information, document issues, and support follow-up analysis and response coordination.

Work is performed primarily in a professional office environment. Occasional extended hours, including evenings at weekends, required for City Council meetings, public sessions, and community events
This is a Department of Houston Public Works Management position at the Tier 3 Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a bachelor’s degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Three (3) years of professional administrative, financial, or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES
Preference will be given to applicants with the experience, skills, and knowledge in the following areas:
- Graduate degree in Public Administration, Public Policy, Political Science, Business Administration, Law or a related field.
- Demonstrated history of interest in public policy, municipal government, or public sector operations through coursework, internships, research, or professional experience.
- Supporting elected officials or governmental relations or working in a large organizational setting.
- Strong organizational, analytical, and communication skills.
- Proven management of multiple priorities, exercising initiative, problem-solving skills, and ability to work independently in a fast-paced environment while collaborating with leadership.
- Employment record displaying comfort with fast-paced, dynamic work environments and flexible schedules.
- Professional background managing sensitive or confidential information in a professional and discreet manner, particularly in high-level executive or governmental settings
- Engaging with senior leadership, elected officials, or executive offices in a recent or current role is a plus.
