This new position will provide day-to-day operational oversight of the state-mandated requirements, ensure compliance with required documentation, and coordinate employee onboarding and ongoing facility training for Juvenile Hall. The current vacancy is in Ukiah.
The list developed from this recruitment may be used to fill regular full-time and/or part-time vacancies in the Probation - Juvenile Hall should they occur. Pursuant to current bargaining unit agreements, employees regularly assigned to the coastal region or in Covelo are eligible to receive a 5% assignment premium .
Under general direction, directs, manages, and oversees the daily operations and programs of Juvenile Hall; plans, supervises, and coordinates training and activities of detention facility to ensure the delivery of effective and appropriate educational, medical, and custodial services; provides highly responsible and complex administrative and professional duties in coordination with the Probation Division Manager.
Supervisor Academy is mandatory for all supervisors and consists of nine courses that must be completed within two years. Participation is required and completed during work hours.
Job Requirements and Minimum Qualifications
Duties may include but are not limited to the following:
- Plan, schedule, coordinate and evaluate Juvenile Hall staff development and training programs; ensure new staff orientation and ongoing staff training; coordinate training requirements and implementation of training programs in compliance with Standards and Training for Corrections (STC).
- Carry out management responsibility in accordance with policies, procedures and applicable laws including interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Plan and schedule facility staffing coverage pursuant to Board of State and Community Corrections (BSCC) Title 15 Minimum Standards for Juvenile Facilities regulations.
- Keep abreast of legislative changes, case law, and new statutes, and recommend policies, procedures, and systems required to implement mandated changes to ensure compliance.
- Review and analyze staffing needs; conduct studies and reports on anticipated needs for facility and program modification; maintain and identify program needs; research and prepare recommendations for new programs and services; collect, maintain and report facility data and outcomes.
- Interpret departmental policies and goals into programs and procedures for the division; plan, coordinate, and direct the efforts of the division to meet departmental objectives; instruct and advise unit supervisors in the functions assigned.
- Monitor and review facility documentation and maintain facility records.
- Confer with the courts, law enforcement, government agencies and community organizations regarding probation activities at the direction of the Division Manager.
- Monitors daily activities of youth, staff and others within facility; monitors facility environment and responds to facility needs and issues; assures a safe and functional environment for youth.
- Work with staff to solve difficult conduct, attitude or other special problems of youth.
- Prepare and/or review reports and correspondence.
- Coordinate the in-custody transportation between Juvenile Hall and Probation staff.
- Facilitate and/or participate in multidisciplinary team meetings.
- Participate in special projects, studies, administrative meetings, and committees as assigned.
- Perform other related duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
Associate degree from an accredited college or university in criminal justice, behavioral science, or a related field.
And
Four (4) years of progressively responsible related experience performing duties such as custodial care, treatment counseling, probation, parole, corrections, criminal investigation, or other related law enforcement or counseling work. The related experience must include six (6) months of custodial experience and one (1) year of supervisor’s experience.
Substitution:
A combination of related education, training, and experience performing duties such as custodial care, treatment counseling, probation, parole, corrections, criminal investigation, or other related law enforcement or counseling work may be substituted for the education at a rate of two (2) years of experience for each year of education required.
Licenses and Certifications:
- Valid Driver’s License
- Penal Code 832
- Board of State and Community Corrections (BSCC) Standards and Training for Corrections (STC) - Juvenile Corrections Officer Core Course, or Probation Officer Core Course, or applicable substitution as defined by the BSCC.
- Board of State and Community Corrections (BSCC) Standards and Training for Corrections (STC) - Manager and Administrator Core Course, or applicable substitution as defined by BSCC. ( within the first year of job assignment. )
Incumbents must possess and maintain, or obtain and maintain, all licenses, certifications, registrations, and/or other requirements identified in the minimum qualifications, as applicable, and within the timeframes specified. Special Requirements:
Must be able to meet physical and psychological standards and pass a detailed background investigation.
Must meet and maintain all statutory requirements for appointment and continued service as a California peace officer throughout employment.

SALARY
Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.
RETIREMENT

HOLIDAYS AND PERSONAL LEAVE
Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.
VACATION
Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.
SICK LEAVE
Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.
