Position Description

Official Title: Senior Water Systems Telemetry and Distributed Control Specialist

As a Senior Water Systems Telemetry and Distributed Control Specialist, you’ll create lasting community impacts by improving and maintaining control systems to monitor and operate critical utility infrastructure. Duties may include but are not limited to the following:

  • Oversee programming, databases, and telemetry for control systems using programming languages such as Rockwell/Allen Bradley and Schneider Electric.
  • Develops, troubleshoots, maintains, documents and modifies SCADA applications using Factorytalk View SE, Factorytalk ME, VBA or similar applications including displays, trends, communications and reports.
  • Remote troubleshooting and modification of PLC/RTU code and accompanying HMI/SCADA graphics and databases.
  • Coordinates with other divisions and work groups to ensure successful project completion.
  • Aids in the development of Operations and Maintenance Standard Operating Procedures (SOP) based on developed PLC/HMI code.
  • Assist in the startup and implementation of automated control systems.
  • Maintains work order records and history, providing technical updates of information in the Computer Maintenance Management System (CMMS).
  • Participates in design and construction teams in order to provide technical support for SCADA, telemetry and PLC controls for capital projects.
  • Review contractor-prepared submittals and shop drawing documents.
  • Perform related duties as required.

The current vacancies exist in the Department of Public Utilities, Wastewater Management Division. This classification also exists in the Water Division of Public Utilities and Information Services departments. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City’s discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.

The Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.

Option 1

Two (2) years of experience as a Water Systems Telemetry and Distributed Control Specialist with the City of Fresno.

Option 2

Graduation from an accredited college or university with a Bachelor's Degree in computer science, engineering, water science, or closely related field;

AND

Two (2) years of increasingly responsible experience in LAN administration, computer programming, Scada/Telemetry system management, distributed control systems, or Process Control Instrumentation.

Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Additional Requirements

Possession of a valid California Driver's License may be required at the time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record. Current vacancies at the Department of Public Utilities, Wastewater Management Division requires a valid California Driver's License the incumbent will travel between the main regional facility and the remote north facility as well as activities throughout the city at multiple sewers lift stations.

The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.

The Selection Process

The examination process may consist of the following:

Application review - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the Oral Examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.

Oral Exam - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate’s knowledge of: personal computers, PLC programming, LAN administration, VAX systems, and associated operating systems and environments; Skill in the use of computer systems and a variety of application software, such as, spread sheets, data base managers, and word processors; Ability to establish and maintain effective working relationships with those contacted in the performance of assigned duties and/or other job related topics.

Candidates must achieve a passing score to qualify for the eligible list.

The oral examination has been tentatively scheduled for the week of September 14th, 2026.

Veteran’s Preference

If an examination is conducted for a position within the classified service, qualified veterans who pass the examination will have five (5) points added to their final score. Candidates must submit a copy of their DD214 Member 4 form or electronic copy indicating honorable discharge with each application prior to the filing deadline.
