DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:

Drinking Water Operations is seeking a skilled individual to develop and prepare various contract specifications and related documents to advertise bids and requests for proposed contracts. Provides statistical analysis to assist in planning for services. Participates in the development and fulfillment of department contract requirements by providing the following functions:
  • Coordinate site visits and meetings with subject matter experts and project management team to develop technical
    specifications.
  • Develops elements in agreements to provide the most efficient and economical alternatives of service.
  • Recommends budget allocation for proposed contract agreements and arrangements; monitors and reviews budget allocations with finance group; provides budget forecast and proposed alternatives.
  • Prepares and supervises procurement request packages for current and future contracts.
  • Attend pre-bid meetings, answer vendor questions, develop bid evaluation matrix.
  • Reviews bids for conformity to contract requirements and determines acceptable bids.
  • Ensures the timely award of contractual services.
  • Resolves contract disputes; meets with vendors, customers and representatives to resolve problems.
  • Interprets documents and advises other personnel regarding compliance issues.
  • Examines estimates of material, equipment and production cost performance requirements and delivery schedules.
  • Performs statistical analysis of historical information to assist in planning for existing services and budgetary projects.
  • Maintains records on contract information; works with operational personnel to ensure compliance with agreements.
  • Coordinates with other City departments on issues related to processing contract documents.
  • Track and monitor all contract activities: additions, deletions, amendments, purchases, invoices, quotes, proof of deliveries, requests for encumbrances, and accruals.


WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing etc. Occasional stooping, bending and/or lifting of items (up to 30 pounds) and/or occasional periods of walking on rough surfaces, minor discomforts from exposure to less-than optimal temperature and air conditions.

This is a Department of Houston Public Works Emergency Management position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Public Administration, Business Administration, Government, or closely related field.

EXPERIENCE REQUIREMENTS

Four years of contract compliance experience are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS

None

PREFERENCES

Experience with project management, involving project planning, scoping, budgeting, and scheduling.

Extensive contract experience, specifically in government.

Excellent verbal and written communication skills.

Proficient in Excel.

Proficient in enterprise finance software, SAP preferred.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
