Summary

DOB's Internal Affairs and Discipline (IAD) unit manages investigations of non-criminal allegations of employee misconduct; identifies, investigates, and disciplines low performing employees and those who engage in misconduct; conducts background investigations on newly hired and prospective Department employees; provides mandatory integrity training to new employees; and conducts routine quality assurance checks of inspectors in the field. Additionally, the unit works closely with the Department of Investigation to help maintain the integrity of the DOB. The Supervising Investigator, Internal Affairs and Discipline (IAD) is responsible for investigative work and manages a team of investigators.Under general supervision, with considerable latitude for independent action and decisions, the Supervising Investigator is responsible for investigative work, including, but not limited to:Daily supervision of subordinate investigative staff and investigative functions:Executing investigative case plans issued by the Director, Deputy Director, and Chief Investigator of IADCoordinating, overseeing, and performing fieldwork including but not limited to borough visits, field surveillance, and non-technical quality assurance checksAdvising subordinates on investigative steps and strategies in all aspects of duties and investigationsTraining and evaluating subordinate investigative staff in all aspects of office operationsProviding guidance to subordinate investigative concerning rules, regulations, codes and policies of the DepartmentAssisting subordinate staff in preparation for fact finding interviewsConducting case reviewsInforming IAD Director, Deputy Director, and Chief Investigator of important or unusual developmentsPerforming special projects/research at the request of the Director and Deputy DirectorCoordinating employee background investigations, ensuring that all candidates referred to IAD for hire are timely and appropriately received, recorded, and assigned for InvestigationProviding required and appropriate final review and approval for background investigations, and rendering recommendations to HRDaily oversight and management of IAD intake procedures:Ensuring that all matters referred to IAD are captured, recorded, and assigned a disposition in the IAD databaseEnsuring that appropriate research is completed for initial review of all intakesReviewing and discussing intake as necessary and appropriate with supervision to ensure appropriate action and disposition -Ensuring that unit-wide intake duty schedule is created and distributed promptlyManaging a caseload of investigations involving complaints of employee misconduct and Background Investigation:Continual review, enhancement, and issuance of standard intake proceduresManaging a caseload of investigations involving complaints of employee misconductConducting fact finding interviews of subjects and witnessesConducting Departmental investigations, including gathering and reviewing documentary evidenceWriting lengthy narrative reportsReviewing voluminous and complicated series of facts to ascertain their validityUtilizing various databases and web-based programs to verify and gather informationTestifying at hearings and other official proceedings, accurately, completely and delivering a clear and articulate testimonyAssisting in response to Freedom of Information Law (FOIL) requests and other reporting projectsOverseeing background investigative functions and employee background process in the unitMINIMUM QUALIFICATION REQUIREMENTSA four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of criminal justice administration and planning, forensic science, human resources, labor relations, auditing, building inspection, or legal affairs; orA baccalaureate degree from an accredited college; orEducation and/or experience equivalent to “1” or “2” above.REMOTE WORKThis position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.INVESTIGATOR (EMPLOYEE DISCIPL - 31169Preferred SkillsExcellent report writing skillsPossess a working knowledge of the Department's rules, regulations, codes, systems, organization, and policesDemonstrates working knowledge of the Internal Affairs and Discipline investigative methodologies, procedures, and missionMust be willing to work flexible hoursStrong computer skillsMicrosoft Word, Excel and WindowsValid New York State Department of Motor Vehicles Driver's License maintained for the duration of employmentPreference given to NYS Peace Officer and NYPD Special Patrolman statusPublic Service Loan ForgivenessAs a prospective employee of the City of New York, you may be eligible for federal loan forgiveness programs and state repayment assistance programs.
