Job Description
SUMMARY DESCRIPTIONUnder the direction of the Chief of Police, or designated supervisor, the Campus Safety and Security Officer (Short-Term) is responsible for providing safety and security support during peak periods, high-traffic times, special events, and campus activities. This position enforces campus parking regulations, assists with crowd control, monitors campus grounds and facilities, and supports the regular safety operations of the college.
REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Monitor and patrol campus grounds, buildings, and parking areas during peak periods and special events to ensure the safety of students, staff, and visitors.
Enforce parking regulations, including issuing citations for parking violations in accordance with campus policies and applicable laws.
Assist with traffic control and direct vehicles and pedestrians to ensure safe and efficient flow during events and congested periods.
Provide crowd control support during campus events, ensuring public safety and orderly conduct.
Respond to calls for service, including disturbances, suspicious activity, or requests for assistance.
Report hazardous or unsafe conditions and incidents to appropriate personnel.
Provide general information and assistance to campus visitors, students, and staff.
Work collaboratively with college personnel, local law enforcement, and emergency services when necessary.
Prepare and maintain accurate records and reports related to incidents, citations, and activities.
Perform other related duties as required.

QUALIFICATIONS
Knowledge of :
Basic principles and practices of campus and public safety.
Campus parking regulations and applicable sections of the California Vehicle Code.
Procedures for traffic direction, crowd control, and emergency response.
Security patrol techniques and observation skills.
Proper report writing and record-keeping practices.
Ability to:
Maintain professionalism and calm demeanor in stressful or emergency situations.
Exercise sound judgment, discretion, and tact.
Work independently with minimal supervision.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Receive and respond to requests for help and assistance for ill, injured, or disabled persons; administer basic first aid and CPR according to established guidelines.
Operate district vehicles in a safe and conscientious manner.
Remember details such as faces, license plate numbers, names and incidents.
Gather, collect, and preserve evidence.
Operate a vehicle observing legal and defensive driving practices.
Walk or stand for extended periods and work outdoors in varying weather conditions.
Adapt to changing assignments and event needs.
Interact effectively with individuals from diverse backgrounds.
Issue citations accurately and respectfully.
Assess potentially volatile situations and respond appropriately.
Use two-way radios and standard communication equipment.
Maintain confidentiality and comply with applicable laws, policies, and procedures.
Work flexible hours, including evenings and weekends, depending on event schedules.
Report to work on a regular and consistent basis, as scheduled, to the assigned job.
Attend and participate in all scheduled staff meetings and trainings.
Licenses and Certifications:
Possession of a valid California Driver's License and a clean driving record.
Ability to obtain and maintain CPR, First Aid, and AED certification.
EDUCATION/EXPERIENCE
High school diploma or equivalent.
Previous experience in campus safety, law enforcement, or event security preferred.
Bilingual proficiency (Spanish) is preferred.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Working Environment:
Regular exposure to outside weather conditions; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, blood borne pathogens and bodily fluids, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; exposed to potentially hostile environments; extensive public contact; the noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens; incumbents required to work various shifts, including evenings and weekends.
Physical Demands:
Primary functions require sufficient physical ability and mobility to work in a law enforcement setting and an office setting; walk, stand, sit, or run for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; operate office equipment including use of computer keyboard; operate assigned patrol and security equipment including two-way radio; ability to speak and hear to exchange information; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information. Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment. Hearing: Hear in the normal audio range with or without correction.
Work Schedule: TBD - Schedule and shift vary and are subject to change in accordance with the department's needs.
Hours per Week: Up to 25
Employment Conditions and Information:
This is a short-term, temporary, hourly Non-Bargaining Unit (NBU) assignment, not to exceed 160 days and 960 hours per fiscal year (July 1 st through June 30 th ). Short-term, temporary NBU positions may only be used on an intermittent, seasonal, or project basis. Education Code Section 88003 states "Short-term employee means any person who is employed to perform a service for the district, upon the completion of which, the service required or similar services will not be extended or needed on a continuing basis.”
After successful completion of the onboarding requirements, an individual may be employed by the South Orange County Community College District (SOCCCD) as a short-term, temporary NBU employee. Employment will be on an “if and as needed” basis, as determined by the SOCCCD. The assignment may be shortened or extended at any time, due to departmental needs, with little to no notice. NBU employment is at-will, and either party may terminate this working relationship at any time. Neither party shall be required to provide any reason for the separation. NBU employees shall not have reemployment rights or recourse to petition to be reinstated.
NBU employees are limited to working in a single position for a single department and site (assignments are onsite only).
NBU employees are paid on a monthly basis. The payroll reporting period is from the 1 st of the month to the last day of the month. NBU employees are paid on the 10th of the following month.
Example : For the following reporting period: January 1 st through January 31 st , the NBU employee will be paid on February 10 th .
NBU employees who work more than 1000 hours per fiscal year are required to contribute to the California Public Employees Retirement System (CalPERS), through payroll deduction. The SOCCCD does not intend to employ NBU employees for more than 960 hours during any fiscal year.
