DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Financial Analyst functions are designed to meet the strategic and operational objectives of the department. Under the guidance of division management and senior staff members, the successful applicant will work as primary support to management in the Trusts and Funds Management Section of the Financial Reporting & Operations Division (FRO).
Trust & Funds Management
- Coordinates the development, implementation, and monitoring of various financial activities, policies, and procedures to effectively manage the accounting and reporting of all City of Houston Local Government Corporations (LGCs), Component Units (CUs), and applicable nonprofit agencies.
- Performs professional financial analysis and reconciliations, such as monitoring and analyzing the financial and audit reports for the LGCs and/or CUs. Analysis includes metrics such as, but not limited to, revenues and expenses; monitoring and reporting on financial trends, revenue, debt capacity, and operating and capital asset trends.
- Assist in daily administrative tasks related to management of trust funds, the City’s deferred compensation plan, and other programs as assigned by management.
- Compile data and produce reports and presentations using Microsoft publishing tools.
- Assist with reconciling financial and accounting data
- Develop and update administrative procedures, as needed.
- Coordinate and conduct special long-term and short-term projects.
- Perform other duties as requested
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor’s degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Four years of professional experience in finance, economics, budget analysis or a closely related area are required.
Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

PREFERENCES
Preferences will be given to candidates:
- With knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
- Demonstrates abilities in handling various projects simultaneously.
- Work is substantially complex and varied and requires the interpretation of technical and detailed guidelines, policies, and procedures in combination. Analytical ability is necessary to gather and interpret data effectively.
- Ability to provide solutions and suggestions to problems.
- Ability to conduct forecasting analyses.
- Ability to analyze and evaluate complex accounting and financial reporting.
- Makes every effort to analyze and report inaccuracies in a timely manner.
