Position Description

THE POSITION

The City of Fresno is seeking a dynamic and collaborative Business Process and Systems Analyst to join our Information Services Department!

While this position is officially assigned to Information Services, it will work day-to-day in the General Services Department, playing a key role in unlocking underutilized Fleet and Facilities software features to boost operational efficiency. This role will also manage customer-facing portals, strengthening transparency and service delivery to client departments.

The Business Process and Systems Analyst is a professional level class responsible for supporting and enhancing the City’s information systems. This includes analyzing and evaluating system functionality, designing and maintaining databases, and training end users on a variety of platforms, including enterprise-wide systems.

Key responsibilities include:
  • Designing program structures for custom reporting and operational insights.
  • Partnering with City departments to develop, refine, and document work processes.
  • Managing the installation and successful rollout of system upgrades.
  • Preparing cost-benefit evaluations to support technology decisions.
  • Delivering user training and providing support technology decisions.
  • Delivering user training and providing solutions for system-related issues.
  • Overseeing, maintaining, and updating existing databases, and building new databases where needed.

The current vacancy exists in the Information Services Department. The selected candidate will support the General Services Department in improving system utilization and elevating department-wide efficiency and communication.

Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City’s discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three months.

THE REQUIREMENTS

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.

Graduation from an accredited college or university with a bachelor's degree in accounting, finance, personnel management, computer science, management information systems, or related field

AND

Two (2) years' experience using various Enterprise Resource Planning Systems in a Finance, Payroll, or Personnel office setting, which includes at least one (1) year of business process improvement.

Applicants must attach a copy of their diploma or transcripts directly to the on-line application for verification of requirements. Applications lacking the attachment may be rejected.

Experience implementing ERPS and analyzing existing programs for process efficiencies is highly desired for this position.

Possession of a valid California Driver's License required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

THE SELECTION PROCESS

The examination process may consist of the following:

APPLICATION REVIEW - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited to the panel interview. The selection will be based upon those applications and resumes which demonstrate the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.

ORAL EXAMINATION - 100%: A panel of subject matter experts will conduct a job-related panel interview, which may be conducted online, to evaluate each candidate's knowledge of current technology in Human Resource Information Systems and Finance Information System, Enterprise Resource Process system design, analysis and project management; ability to analyze problems and develop logical solutions, demonstrate initiative and work independently with minimal supervision, provide lead direction and establish and maintain effective working relationships or other topics related to a candidate's training, experience and qualifications for the position.

Candidates must achieve a passing score to qualify for the eligible list.

The oral examination is tentatively scheduled for the week of September 28, 2026.

The City reserves the right to amend any phase of the examination process should there be a limited number of successful candidates. Should such amendment be exercised, a candidate's final score and placement on the eligible list would be based upon the completed examination phase(s).

VETERAN’S PREFERENCE

Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.

HEALTH REIMBURSEMENT ARRANGEMENT (HRA)

Eligible retirees can use the remaining Sick Leave balance, in excess of 240 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.

RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.

DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.
