Position Description & QualificationsSerco is seeking highly experienced Publicly Available Information (PAI) / Open-Source Intelligence (OSINT) Subject Matter Expert (SME) to support the Joint Staff J-7 Deputy Directorate for Joint Training and Exercises (DDJTE) in Suffolk, Virginia. In this role, the candidate employs an understanding of how combatant commands and joint staff collect, analyze, and process publicly available information to inform and facilitate commanders' decision-making. Leveraging this expertise, the candidate designs, plans, and executes a competitive information environment for strategic- and operational-level joint training events. The candidate also collects, evaluates, and analyzes publicly accessible digital information including social media, online forums, public records, news media, imagery, video, and other internet-based sources to identify trends, threat networks, adversary cyber personas, and activities affecting the Information Environment (IE) in support of joint training and exercises. You will also develop realistic, exercise scenario-driven PAI and social media content that replicates the commercial and civilian internet during Joint Staff and Combatant Command exercises, providing actionable intelligence, situational awareness, and decision support to exercise planners, training audiences, and senior military leaders.At Serco, you will support the Department of Defense's premier Joint training organization and help prepare commanders and staff to operate effectively in today's complex Information Environment. You will work alongside Joint planners, intelligence professionals, information operations specialists, technical experts, and senior military leaders to create realistic digital environments that improve decision-making, strengthen operational readiness, and prepare the Joint Force to compete, deter, and prevail.This position is contingent upon the ability to maintain/transfer an active U.S. Department of Defense (DoD) Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access.In this role, you will:Coordinate with Information Operations, Intelligence, Cyber, Space, Joint Electromagnetic Spectrum Operations (JEMSO), Operational Environment (OE), Modeling and Simulation (M&S), media, and targeting planners to ensure scenario consistency.Collect, exploit, evaluate, and analyze Publicly Available Information and Open-Source Intelligence from social media, online forums, public records, news sites, commercial databases, imagery, video, and other publicly accessible digital sources.Conduct social media exploitation, including network analysis, trend analysis, sentiment analysis, behavioral analysis, and cyber-persona evaluation.Identify emerging threats, adversary narratives, influence networks, coordinated information activities, and indicators of changes within the Information Environment.Conduct geo-enabled PAI analysis by correlating publicly available images, video, metadata, reporting, and social media activity with physical locations.Research and evaluate available PAI systems, platforms, technologies, commercial data sources, and analytical tools.Conduct structured searches within digital environments, including appropriately authorized research involving deep-web and dark-web sources.Develop collection requirements assessments and recommend PAI sources and collection strategies that support exercise intelligence and operational objectives.Translate raw publicly available information into clear intelligence reports, assessments, executive summaries, visualizations, and briefings for commanders and senior military and civilian leaders.Provide PAI and OSINT support to intelligence production, operational planning, Military Information Support Operations (MISO), information operations, and intelligence targeting.Develop realistic exercise content using real-world, altered real-world, and scripted PAI and social media materials to replicate portions of the commercial and civilian internet.Create simulated websites, social media posts, online personas, digital networks, news articles, imagery, audio, video, and other Information Environment products supporting exercise scenarios.Integrate friendly, adversary, coalition, partner, and neutral information activities into Joint exercise scenarios and Master Scenario Events Lists (MSELs).Participate in exercise planning conferences, working groups, rehearsals, exercise execution, and post-exercise analysis.Operate or support Government-provided Information Environment replication tools, including the Information Operations Network (ION), Simulation Deck (SIMDECK), replicated information landing pages, and related platforms.Use Government-provided Artificial Intelligence (AI), machine learning, advanced analytics, and automated media-production tools to improve PAI research, content development, trend identification, and exercise replication.Identify emerging social media, online influence, video, artificial intelligence, and digital communication trends and recommend improvements to Information Environment replication capabilities.Support exercise assessments, after-action reviews, lessons learned, and recommendations for improving future Joint training events.To be successful in this role, you will have:An active DoD Top Secret security clearance with Sensitive Compartmented Information eligibility.U.S. citizenship.A current valid U.S. Passport or the ability to obtain one.A Bachelor's degree or higher from an accredited institution8 years of operational experience in information operations, Open-Source Intelligence, Publicly Available Information analysis, or military operations; or specialized technical training and certifications directly related to the requirement equivalent military and operational experience.Demonstrated experience conducting PAI, OSINT, social media, digital-network, or information-environment analysis.Experience developing and presenting intelligence assessments and strategic recommendations to senior military or civilian leadership.Strong knowledge of intelligence oversight, privacy, operational security, source validation, and the lawful use of publicly available information.Exceptional analytical, research, problem-solving, writing, and briefing skills.Ability to communicate complex intelligence and technical findings to operational planners, analysts, commanders, and senior leaders.To be willing and able to travel (up to 25% of the time).Additional desired experience and skills:Joint Forces Staff College / JPME II graduate.Graduate degree in military operations, intelligence, cybersecurity, engineering, or a related field;
