Govt. ACFS - Binogii Regulatory Specialist

Sault Ste. Marie, MI

Full-Time Starting: $57,938.45 Annually

Position Summary:

The Binogii Regulatory Specialist is responsible for ensuring the intake, compliance, processing, and proper maintenance of allBinogii Placement Agency programs and contract files, billings, and disbursements.

Essential Functions: (includes, but is not limited to, the following)

  • Prepare and compile agency statistical reports, including monthly accounting reports for foster children's days of care, borrowed home reports, trial reunification reports, child welfare reports, and other reports as requested.
  • Create, maintain, audit, and manage retention of all licensed program intake files including paper and electronic files within the MDHHS Michigan Statewide Automated Child Welfare Information System (MiSACWIS).
  • Prepare and process disbursement vouchers.
  • Distribute contract-required documentation to MDHHS, courts (state and Tribal), and legal counsel.
  • Submit State of Michigan contract billings including, but not limited to, adoption, team member training, family incentive grant, trial reunification, and borrowed home reimbursements.
  • Maintain foster care payroll, including payment authorizations and agency reconciliations.
  • Process Tribal Central Registry clearance requests, iChats, and archived information requests as necessary.
  • Works daily within the MDHHS MiSACWIS database system, including managing uploads, and agency users, conducting audits, and routing required items to MDHHS, as needed.
  • Serves as the Binogii designated local office expert/change agent, and authorized requestor for the MiSACWIS system.
  • Responsible for ensuring agency CW-CHRI compliance in accordance with the DOJ TAP and MDHHS background, training, record access, dissemination, storage, and destruction requirements.
  • Maintain forms, files, and agency shared drive archive for Binogii State License/contracts well as Tribal programs to include adoption, foster care, and licensing programs.
  • Works daily in the Child Welfare Program Access database to enter data, generating reports, and updating employee records.
  • Train incoming team members in the Child Placement Database, MiSACWIS, and other required trainings.

Additional Responsibilities: (includes, but is not limited to, the following)

  • Assists in developing strategies, policies, and procedures.
  • Attend meetings and trainings in person, via video, and by phone, as needed.
  • Forward emails regarding program updates and training opportunities from supervisors and directors.
  • Provides coverage and assistants with various duties when other staff members are out of the office.

Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments, customers and outside vendors/service providers.

Physical Requirements:

Position light with lifting of 25 pounds and frequent lifting/carrying up to 10 pounds. Physical factors include constant typing and use of hearing; frequent walking, sitting, use of smell, near vision; occasional standing, pushing/pulling, climbing, stooping, kneeling, reaching, manual handling, use of midrange/far vision/color/field of vision and bending. Working conditions include occasional exposure to weather and air quality. Potential hazards include frequent computer and equipment use and occasional client contact.

Requirements:

Education: Bachelor's degree in Business Administration, Office Administration, or related field or five years of demonstrated ability in relevant work experience may be considered in lieu of education.

Experience: Minimum of three years of experience working with computer systems, data entry, or information technology required in addition to above stated education requirements.

Certification/License: All MDHHS and private child placing agency (Binogii) employees with access to the Michigan Statewide Automated Child Welfare Information System (MiSACWIS) must complete the MiSACWIS Security computer-based training (CBT), Fingerprint Security Awareness Training, and MDHHS Privacy and Security Training. Training must be complete within three months of hire.

Will be required to undergo and successfully pass a background check. Must maintain a good moral character standing. Must have a valid driver's license and be insurable by the Sault Tribe Insurance Department. Must comply with annual driver's license review and insurability standards with the Sault Tribe Insurance Department. Must comply with the Sault Tribe's Drug-Free Workplace Policy which may include random drug tests.

Knowledge, Skills, and Abilities: Responsible for performing position responsibilities in a professional and courteous manner, maintaining professionalism under duress. Must maintain positive working relationships and effective communication with internal and external contacts, including co-workers, supervisors, guests, and clients. Must have working knowledge and be able to use word processing, spreadsheet, and database software. Must be able to work with minimal to no supervision. Must have organizational skills and be able to plan, prioritize, and manage workload to meet goals in a timely manner. Must be able to prepare clear, concise, thorough, meaningful, and grammatically correct written reports, letters, memoranda, policy and procedure drafts, and other written documents. Must adhere to department operating policies and procedures and safe work practice and procedures. Must have extensive knowledge of MDHHS child placing agency license and contract requirements. Must demonstrate skills and specialized knowledge related to Sault Ste. Marie Tribe of Chippewa Indians customs and practices. Knowledge of Federal, State, and Tribal child welfare program procedures preferred. Knowledge of State of Michigan billing processes for contract agencies as well as Tribal accounting practices preferred. Must be able to work in high stress environment and handle difficult situations. Must have organizational skills; organizing work, prioritizing tasks and managing time. Must have excellent communication skills and be able to communicate clearly in person, in writing, video conferencing, email, and by telephone. Deductive reasoning skills required.
