Support the Joint Targeting Mission Green Cell Consulting is seeking a highly qualified Curriculum Developer (Operations Specialist) to support the Joint Targeting School (JTS) at Dam Neck Annex, Naval Air Station Oceana in Virginia Beach, Virginia.

In this role, you will develop and maintain classroom, virtual, and self-paced training products supporting Joint Targeting education. You will work closely with instructors, curriculum managers, and subject matter experts to transform complex technical and operational content into effective, consistent, and engaging learning experiences.

Position Summary The Curriculum Developer (Operations Specialist) supports the design, development, maintenance, and continuous improvement of Joint Targeting School curriculum and instructional products.

This position applies instructional systems design, adult-learning theory, eLearning practices, Bloom's Revised Taxonomy, and the ADDIE process to develop effective training for classroom, virtual, blended, and self-paced learning environments.

The Curriculum Developer works closely with instructors, curriculum managers, and subject matter experts to translate technical and operational requirements into effective learning products while ensuring curriculum consistency, quality, and instructional effectiveness.

Essential Duties & Responsibilities Design, develop, update, and maintain online, classroom, and blended-learning training products for approved learning platforms.

Develop and revise course design documents, storyboards, instructor guides, student guides, presentations, visual aids, assessments, and other instructional materials.

Apply adult-learning theory, Instructional Systems Design methodologies, eLearning practices, Bloom's Revised Taxonomy, and the ADDIE process throughout curriculum development and maintenance.

Collaborate with instructors, curriculum managers, and subject matter experts to translate course requirements and technical content into effective learning products.

Review instructional delivery methods and recommend improvements to instructional effectiveness and the learner experience.

Develop and revise checks on learning, assessments, and test items that support established course learning objectives.

Conduct quality assurance reviews of curriculum and instructional products.

Support content management, configuration and version control, in-progress reviews, and beta testing prior to final release.

Evaluate media and technology requirements and recommend effective approaches for virtual and technology-enabled learning.

Maintain organized source files, working documents, and completed training products within designated systems.

Participate in curriculum reviews, working groups, meetings, and other program activities and recommend improvements to course content and delivery.

Support the maintenance and continuous improvement of Joint Targeting School curriculum and training products.

Perform other duties as assigned in support of mission requirements.

Minimum QualificationsClearance Must have and maintain a final U.S. TOP SECRET security clearance with Sensitive Compartmented Information (SCI) access.

Education No college degree is required.

Experience Minimum of four (4) years of relevant professional experience.

Candidates must demonstrate success in at least three (3) of the following areas:

At least four (4) years of experience in Joint training.

Knowledge and experience with Joint Doctrine and Chairman's Instructions/Manuals.

Experience designing and developing interactive web-based and blended-learning courses.

Experience with eLearning, curriculum development, and courseware authoring for web-based training and education.

At least three (3) years of experience as an Instructional Systems Designer developing complex interactive courseware.

At least three (3) years of experience applying eLearning practices and technology strategies within a military training environment.

At least three (3) years of experience working with Learning Management Systems (LMS).

Required Knowledge, Skills & Abilities Working knowledge of adult-learning theories and instructional-design methodologies.

Working knowledge of eLearning technologies and technology-enabled instructional strategies.

Knowledge of Bloom's Revised Taxonomy and the ADDIE instructional-design process.

Understanding of storyboard development, quality assurance, content management, and version-control practices.

Ability to develop clear, organized, and instructionally effective training products from complex technical or operational information.

Ability to evaluate media and technology requirements and recommend effective approaches for virtual learning.

Strong technical writing and editing skills.

Strong collaboration and interpersonal skills with the ability to work effectively with instructors, curriculum managers, subject matter experts, and Government stakeholders.

Strong organizational, analytical, critical-thinking, and problem-solving skills.

Expert proficiency with Microsoft Word and PowerPoint.

Working knowledge of other Microsoft Office applications and Adobe Acrobat DC.

Working Conditions & Physical Requirements Green Cell Consulting complies with ADA regulations. Candidates must be able to perform the essential functions of the position with or without reasonable accommodation.

Primary work location is the Joint Targeting School, Dam Neck Annex, Naval Air Station Oceana, Virginia Beach, Virginia.

Normal work schedule is Monday through Friday, generally 40 hours per week.

Ability to work in a secure Government facility and comply with applicable security, information assurance, installation access, and workplace requirements.

Ability to attend curriculum reviews, meetings, conferences, working groups, training events, and other mission-related activities.

Travel of up to approximately 20% may be required to support training, meetings, conferences, working groups, or other mission requirements at Government locations.
