Summary
District Court Administrator
The District Court Administrator (DCA) serves as the chief administrative officer for the Delaware County Courts, providing leadership, operational oversight, and strategic support to enhance overall Court performance. This role manages and directs all non judicial functions, ensuring efficient daily operations, effective resource allocation, and compliance with relevant policies and procedures. The DCA works closely with the Court to establish goals, implement administrative initiatives, and strengthen organizational effectiveness across the judicial system.
Job Duties
- Provides leadership, direction, and oversight for Court Administration staff, including delegation of work, setting priorities, establishing performance standards, and conducting probationary and annual evaluations.
- Mentors, coaches, counsels, and trains staff; builds an effective team culture; addresses performance issues; resolves conflicts; and recommends disciplinary action when necessary.
- Recruits, hires, trains, evaluates, and manages personnel across multiple sections of Court operations.
- Implements statewide and local policies set by the State Court Administrator, AOPC, the President Judge, and Board of Judges, and assists in development of statewide policies.
- Prepares, administers, and monitors department and Court budgets; oversees procurement; reviews/approves leave; and ensures compliance with Court and AOPC policies.
- Oversees courtroom scheduling, facilities, equipment, and technology needs; coordinates renovation and modernization projects.
- Manages jury operations, including utilization reporting, vendor coordination, IT collaboration, and jury‑related programs.
- Prepares and administers trial and motion calendars, oversees arbitration matters, and ensures effective caseflow management across civil, criminal, family, and appellate functions.
- Serves as liaison to AOPC, County agencies, law enforcement, Bar Association, local organizations, consultants, and other justice system partners.
- Prepares reports, memoranda, presentations, and statistical analyses; maintains Court information and ensures accurate reporting.
- Oversees compliance functions including ADA appeals, Right‑to‑Know requests, records management, grievance arbitration, and harassment/EEO investigations.
- Coordinates Court operations, special projects, committees, and security initiatives; assists the President Judge and Executive Director with judicial staffing, visiting judge requests, and strategic planning.
Minimum Qualifications
- Degree in Judicial, Business or Public Administration, or closely related field; PLUS
- Four years of professional-level experience in court administration dealing with judicial operations which afforded familiarity with a wide variety of problems.
- Any equivalent combination of experience and training.
Additional Requirements/Preferences
- Satisfactory criminal background check required.
- A Juris Doctorate is preferred.
