Summary
Emergency Services Dispatcher
Leads three or more emergency services/911 dispatchers in the performance of dispatching related duties. Maintains maps, checklists and charts, including automated programs. Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center. Prepares and maintains reports and records relating to emergency responses. Participates in all areas of the fire protection training program relating to the operations of the dispatch center and perform work in safe manner.
U.S. Citizenship Required. Males must be registered for Selective Service, see www.sss.gov. If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. This position is subject to provisions of the DoD Priority Placement Program. Disclosure of Political Appointments. Advance in hire may be authorized if there is demonstrable proof provided on your resume. Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. Incumbent will be required to obtain International Fire Service Accreditation Congress Certification; Hazardous Materials Awareness and Telecommunicator Level I/II, within 1 year of appointment. Incumbent is required to work an alternate work schedule which requires an uncommon tour of duty (including weekends and holidays). Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time. Required to respond on off-duty time when requested, stay over until an emergency has been terminated, or until properly relieved by a qualified dispatcher. Incumbent must participate in recurrent proficiency training, as required. May be required to participation contingency situations, real world, and exercise, as directed. May be required to travel TDY as directed by management. Performs other related duties as assigned. Employee must be able to obtain and maintain a secret security clearance as a condition of employment. Works in close harmony with supervisors' co-workers and others during day-to-day routines and during emergencies. Is required to maintain good working relationships with on and off-base: agencies, maintaining a consistently courteous attitude at all times. Remain calm during emergency situations. Subject to pre-employment and random drug testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized transportation regulations, procedures, operations and federal and state laws, policies and procedures related to the fleet management function to perform a full range of dispatching duties and resolve recurring problems. Knowledge of geographic area served. Knowledge of the characteristics and capacity of the transportation equipment being dispatched to resolve recurring problems and coordinate actions. Knowledgeable of vehicle safety rules, regulations, and guidance. Knowledge of one or more automated transportation databases sufficient to input a range of standard information to maintain dispatch logs and records. Knowledge of contingency operations to real world/exercise emergency situations pertaining to vehicle operations. Knowledge of proper use of communications radios and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of fire communication and emergency vehicle dispatch operations.
- Knowledge of basic computer operations to include word processing, retrieval, and input of data. A qualified typist is not required.
- Knowledge of location and availability of emergency apparatus, the kind of apparatus, and equipment needed for the emergency at hand.
- Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.
- Ability to work independently without immediate supervision.
- Ability to orient, instruct and inform lower graded employees, distribute/balance work assignments; monitor work accomplishment and keep supervisors informed.
