Summary

Provide expert technical consulting on airspace redesign projects, including development, testing, and analysis of current and proposed airspace design changes throughout the NASSupport development of regulatory policy, rules, standards, and procedures related to navigable airspaceAdvise senior government officials and agency leadership on airspace management strategies and NextGen initiatives, including PBN implementationServe as a subject matter expert on air traffic control, airspace management, air traffic management, and ANSP issuesFacilitate and coordinate responses to inquiries from Congress and other government entities on airspace-related mattersLead or support cross-functional teams in translating customer needs into system and operational requirementsDevelop enterprise artifacts, SOPs, and strategic planning documentsSupport shaping, award, and execution of ATEPS and PSS task orders, including requirements development, proposal reviews, and performance oversightApply BNATCs pipeline, training, and workforce-development knowledge to identify future ATC staffing and training business opportunitiesRepresent client interests at government advisory committees, industry conferences, and international forums such as CANSO and ICAOEvaluate permanent and temporary construction obstructions affecting navigable airspaceSupport budget planning and resource allocation for large-scale airspace programsRequirementsMinimum 20 years of progressive experience in air traffic control, airspace management, and/or FAA operationsDemonstrated FAA Headquarters experience in airspace services or airspace redesignExperience briefing senior FAA officials, Congressional staffers, and/or White House staffDeep knowledge of NextGen programs, including PBN, ERAM, and NAS modernizationExperience leading cross-functional, multilayered technical teamsWorking knowledge of ATEPS and PSS contract vehicles and task order lifecycle managementFamiliarity with BNATCs, controller hiring pipelines, Academy training pathways, and FAA workforce planningFamiliarity with Obstruction Evaluation processes and navigable airspace standardsStrong strategic planning, priority-setting, and organizational-alignment backgroundGraduate of the FAA ATC Academy or equivalent FAA leadership development program preferredGraduate of the Federal Executive Institute or equivalent senior executive leadership program preferredPreferred: Deputy Director or Senior Director experience within FAA Airspace Services or equivalentPreferred: Air Traffic Manager experience at a major ARTCC facilityPreferred: Experience managing large budgets, including PC&B budgets exceeding $100 millionPreferred: Familiarity with NAVTAC or similar government contract vehiclesPreferred: Aviation-sector industry relations, business development, and strategic partnerships experiencePreferred: Participation in NextGen Advisory Council working groups or similar bodiesPreferred: Ability to leverage BNATCs and ATC workforce knowledge for proposals and business opportunitiesBachelor's degree in Engineering, Aviation, Business, or a related field preferred; significant relevant experience may be considered in lieu of degreeAbility to obtain and maintain a Public Trust clearanceCore CompetenciesDemonstrates extensive expertise in air traffic control and airspace management, with a strong focus on NextGen initiatives and regulatory policy development.
