Job Description

Full-time position available with the Health Department, Communicable Disease Prevention Division
Pay Range: $4,711-$7,067 per month
Work Location: 2400 Troost Ave
Schedule: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities

What You'll Do:
  • May develop and lead the organization's health information privacy committee, task force, or similar group.
  • Develops and provides training on patient data collection, storage, and analyzing.
  • Provide supervisory oversight over the billing process.
  • Manage and perform medical billing operations for the Department's clinical services, including charge entry, medical coding, claims submission, payment posting, accounts receivable management, collections, reimbursement tracking, and denial resolution.
  • Review, analyze, and process medical claims to ensure accuracy, completeness, and compliance with federal, state, and payer requirements.
  • Monitor billing work queues and follow up on pending, rejected, denied, or unpaid claims.
  • Assign and validate appropriate CPT, HCPCS, ICD-10, and vaccine administration codes while ensuring compliance with applicable billing regulations, coding standards, and reimbursement guidelines.
  • Maintain accurate billing records, supporting documentation, and audit trails to ensure compliance with departmental policies, HIPAA requirements, payer regulations, and financial audit standards.
  • Collaborate with clinic staff, program managers, providers, and other departmental divisions to obtain, verify, and analyze patient, clinical, and insurance information necessary for accurate billing and reimbursement.
  • Prepare, reconcile, and analyze accounts receivable reports, billing performance metrics, reimbursement trends, and insurance contract information.
  • Provide recommendations and support to the Department's Financial Officer and leadership team.
  • Assist with the development, implementation, and improvement of billing processes, workflows, policies, and procedures to maximize revenue recovery and operational efficiency.
  • Serve as a resource to staff regarding billing requirements, payer policies, insurance eligibility, reimbursement procedures, and documentation standards.
  • Administer, maintain, and optimize the Department's Electronic Health Record (EHR) and health information systems to support clinical operations, public health programs, reporting requirements, and organizational objectives.
  • Develop, implement, and maintain workflows, business processes, data collection protocols, and data management standards to ensure the accurate collection, storage, retrieval, exchange, and analysis of patient and programmatic data.
  • Evaluate the functionality, reliability, effectiveness, and performance of electronic health information systems and related technologies.
  • Identify system enhancements and recommend improvements to support operational efficiency, program monitoring, and quality outcomes.
  • Analyze and interpret clinical, operational, and programmatic data.
  • Prepare findings, identify trends, and provide recommendations to improve service delivery, data quality, reporting capabilities, and organizational performance.
  • Monitor compliance with health information exchange standards, data governance requirements, and applicable federal, state, and local regulations related to electronic health records and health information systems.
  • Establish and maintain data quality assurance processes and system controls to ensure the integrity, accuracy, confidentiality, and security of electronic health information.
  • Performs oher duties as assigned.


Qualifications

REQUIRES
  • An accredited Bachelor's degree and 3 years of professional experience in business or public sector administration to include at least 2 years performing administrative and/or supervisory work involving more complex projects or programs;
  • OR an equivalent combination of qualifying education and experience with at least 2 years performing administrative and/or supervisory work involving more complex projects or programs.
