POSITION OVERVIEW

DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
  • Supervises and provides direction to the talent acquisition operations for the Houston Fire Department (HFD) and the Houston Emergency Center (HEC). Oversees a high-volume workload of municipal and classified positions, to include classes for HFD Cadets and HEC 911 Call Takers, while ensuring performance standards, operational requirements, and established timelines are consistently met.
  • Monitors multiple operational functions simultaneously to identify policy gaps, address issues promptly, and maintains compliance and operational readiness.
  • Trains, develops, coaches, and evaluates personnel to support individual and team performance.
  • Prepares operational reports and analyzes statistical and other data to identify trends, resolve problems, support decision-making, and develop forecasts and projections.
  • Develops, interprets, evaluates, and revises policies and procedures to improve operational efficiency, strengthen processes, and ensure compliance with applicable regulations.
  • .Leads and participates in special projects and initiatives that support departmental and organizational objectives
  • Coordinates multiple talent acquisition activities and operational priorities to ensure timely staffing and class readiness.
  • Identifies operational risks and implements appropriate corrective actions to support compliance, service delivery, and organizational readiness.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Social Science, Liberal Arts, or a related field. A related Master's degree may substitute for two years of the experience requirement.

EXPERIENCE REQUIREMENTS
Four years of related professional personnel experience are required. Related experience beyond four years may be substituted for the education requirement on a year-for-year basis.

  • Demonstrated ability to maintain confidentiality and respond effectively to changing operational demands.
