Prevailance is seeking a Military Partnerships Subject Matter Expert (SME) - Partner Capability Development, Innovation and Interoperability to support North Atlantic Treaty Organization (NATO) Headquarters Supreme Allied Commander Transformation (HQ SACT) Capability Development Management Support (CMDS) in Norfolk, Virginia. This position may require up to 30 days of travel annually.
The Military Partnerships SME supports NATO military partnership activities focused on Partner capability development, innovation, interoperability, and military transformation. This position coordinates with NATO organizations, Partner Nations, and capability development stakeholders to identify Partner requirements and capability gaps, strengthen interoperability, and integrate Partners into relevant NATO capability development, experimentation, training, and innovation activities.
Responsibilities Include, But Are Not Limited To:
- Serve as a central coordination point for partnership-related activities involving command organizations, NATO headquarters, Partner Nations, and relevant International Organizations
- Develop briefings, point papers, speaking notes, reports, decision-support products, and other staff products for senior officers, decision-makers, working groups, and external engagements
- Support the development, review, refinement, and implementation of policies, directives, concepts, processes, and procedures related to NATO military partnerships
- Identify, coordinate, and track activities, exercises, experiments, training, education, and engagement opportunities available to Partner Nations
- Support information and knowledge management, lessons identified, document traceability, quality assurance, and corporate memory for partnership activities
- Support Key Leader Engagements through development of background papers, engagement strategies, read-ahead materials, talking points, engagement reports, and follow-up actions
- Coordinate with capability development stakeholders, Partner Nations, NATO Headquarters, and subject matter experts to support Partner capability development and NATO-Partner cooperation
- Support integration of NATO capability development approaches into Partner activities, including the NATO Defense Planning Process (NDPP), standardization, interoperability requirements, and applicable doctrine
- Contribute to Partner capability plans, Individually Tailored Partnership Programs, Defense Capacity Building packages, and other partnership tools addressing resilience, interoperability, modernization, and NATO strategic priorities
- Identify and analyze Partner capability requirements and gaps using Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI)-based analysis and other warfare development processes
- Promote Partner interoperability through NATO-led interoperability and capability-evaluation mechanisms, including Coalition Warrior Interoperability eXploration, eXperimentation, eXamination eXercise (CWIX)-type activities, Federated Mission Networking (FMN), data-sharing architectures, and relevant standards development
- Support appropriate Partner participation in capability development, innovation, experimentation, Multi-Domain Operations (MDO), modelling and simulation, training, and technology exploitation activities
- Provide analysis and staff support addressing emerging and cross-domain capabilities, including space, cyberspace, digital transformation, innovation, and other future capability areas relevant to Partner interoperability and military transformation
- Identify opportunities to improve Partnerships Branch tools, information-sharing mechanisms, and processes
Qualifications
- Minimum 9 years of experience in foreign or international security, international cooperation, defense, or military affairs
- Minimum 9 years of experience working within one or more of the following environments:
- NATO Enterprise (preferred)
- Another International Organization in a defense- or security-related position
- A national mission, delegation, or embassy to an International Organization in a defense- or security-related position
- Minimum 9 years of working knowledge in one or more of the following areas:
- NATO Partnerships
- Security sector reform or defense and security capacity building
- Defense planning
- Military capability development or military applications of Operations Research
- Demonstrated experience drafting materials for and/or briefing senior leaders and decision-makers, including Flag or General Officers or civilian equivalents
- Proficiency with Microsoft Office Suite and collaborative software
- Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333
- Valid passport from a NATO member nation with no travel restrictions to NATO nations
Education
- Master's degree or higher in International Relations, International Security, International Development, Military Studies (including Military Technology or Operations Research), Foreign Policy, Public Affairs, Political Science, or a related discipline
- Attendance at a NATO or national military staff/war college at the OF-3 level or higher
Clearance
- Must possess and maintain an active NATO SECRET or National SECRET (or higher) security clearance
