DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston’s Finance Department (FIN) is seeking an individual to support the management and reporting of the finances of Houston Information Technology Services (HITS). As an analyst, this role will require the execution of in-dept examination of revenue and expenditure items to aide HITS leadership in the decision-making processes. In addition to routine budgetary and financial management tasks, this role will assist in financial strategies and tactical plans for the City’s enterprise IT Financial Management Roadmap. Activities supporting the development of this multi-year plan include, but are not limited to, cost optimization, cost transparency, and budgets tied to business outcomes, governance strategies (i.e., cloud governance), chargeback models, and asset replacement models

. RESPONSIBILITIES:
  • Process, as instructed, financial documents (i.e., budget transfers, expenditure corrections, journal entries) submitted by assigned operating groups.
  • Assist in the preparation of the annual budget submission for each division, as assigned.
  • Assist with the preparation of the monthly financial operations report (MFOR) for each HITS cost center.
  • Perform a routine variance analysis of HITS restricted accounts for all citywide departments.
  • Prepare routine, personnel/payroll projections, including processing of PBC’s.
  • Perform budgeting, forecasting and long range financial planning, variance analysis and reporting, interpretation of quantitative information, financial modeling and assist in the creation of presentations for upper management review.
  • Work with internal and external business partners to understand, analyze and trend the various business needs and drivers and report them in a clear, concise and understandable manner.
  • Assemble spreadsheets and draw charts and graphs used to illustrate meaningful technical data.
  • Develops monitors, analyzes and updates various reports, records, projects and plans.
  • Fund Monitoring and Analysis
  • Conduct internal control reviews, implement Enterprise Risk Management (ERM) projects, perform risk analysis, and write reports to include recommendations for improvements.
  • Perform complex financial analysis and reconciliations.
  • Assist with researching and compiling required disaster cost recovery reporting.
  • Work closely with all departments and outside agencies to obtain information regarding complex financial analysis, reconciliations, and other accounting related matters.
  • Prepare year-end entries and analysis.
  • Assist in the implementation of new accounting standards and procedures.
  • This position may require mentoring and training staff in interpreting and implementing auditing/accounting policies, procedures, programs, and systems.
  • Performs other duties as requested
WORKING CONDITIONS
This position is physically comfortable with discretion of walking, standing, etc. There are no major sources of discomfort in a normal office environment.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.

EXPERIENCE REQUIREMENTS
Three years of professional experience in finance, economics, budget analysis or a closely related area are required.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
