Mobile Integrated Health Battalion Chief
The Mobile Integrated Health Battalion Chief is a leadership position responsible for directing and overseeing the Mobile Integrated Health program within Onslow County EMS. This position is responsible for program administration, personnel management, clinical accountability, grant compliance, community partnerships, and field support to ensure safe, effective, coordinated, and patient-centered care. The Mobile Integrated Health Battalion Chief provides direct supervision of assigned staff, serves as a mentor and leader, and ensures that program services comply with applicable federal, state, and local requirements, clinical protocols, and county policies. Work is performed under the general supervision of the EMS Support Chief and exercises direct supervision over assigned Mobile Integrated Health personnel.

Position Responsibilities:
- Facilitates a safe work environment where employees are treated with respect, dignity, and compassion.
- Manages performance and completes annual performance evaluations for direct reports.
- Plans, coordinates, and oversees Mobile Integrated Health services in compliance with all applicable requirements. Establishes program goals, priorities, and work plans; ensures service readiness and continuity; and adjusts assignments and resources to meet program and community needs.
- Directly supervises assigned personnel, evaluates staff performance, and provides coaching and counseling. Addresses routine personnel concerns and initiates or recommends corrective action within the authority of the position and in accordance with County policy and the established chain of command.
- Monitors compliance with approved clinical protocols, documentation requirements, program policies, and professional standards. Conducts clinical and documentation reviews within the authority delegated by the EMS Chief and Medical Director and refers clinical concerns to medical direction through established quality-management processes.
- Develops and recommends program policies, procedures, workflows, and strategies for approval through the appropriate administrative and clinical channels. Implements and evaluates approved policies and procedures.
- Functions as an EMS supervisory officer during multi-unit, complex, or large-scale incidents when assigned or needed, ensuring safety, accountability, and effective coordination of personnel and resources. Provides field leadership and support for Mobile Integrated Health responses and other EMS activities.
- Administers grants supporting the program; monitors expenditures and grant deliverables; compiles operational, clinical, and financial data; prepares required reports; contributes to budget development and monitoring; and identifies appropriate funding opportunities. Coordinates grant applications, expenditures, reporting, and deliverables with County finance, purchasing, and grants personnel and obtains required approval before submitting funding applications or making program commitments.
- Coordinates services with healthcare organizations, public safety agencies, social service providers, community partners, and other stakeholders. Works to improve referral pathways and continuity of care.
- Represents Onslow County EMS on assigned boards, committees, and collaborative initiatives when designated by the EMS Chief or EMS Support Chief.
- Identifies staff development needs and coordinates required training. Ensures the availability, maintenance, and accountability of program equipment and supplies.
- Maintains clinical readiness and performs Paramedic duties when required to support Mobile Integrated Health operations, system needs, significant incidents, or other assignments authorized through the EMS chain of command.
- Performs assigned functions as a Disaster Ready Team (DRT) member.
- Performs related tasks as required.
Qualifications:
The ideal candidate will possess comprehensive knowledge of emergency medical services, Mobile Integrated Health principles, program administration, clinical practice, care coordination, grant management, and community resources. A thorough understanding of laws, regulations, standards, and documentation requirements governing emergency medical services and community-based healthcare programs is essential. The successful candidate must demonstrate sound judgment and decisive leadership in clinical, administrative, and emergency situations; skill in supervising and developing staff; and the ability to analyze data, evaluate program performance, manage competing priorities, and communicate effectively. The Mobile Integrated Health Battalion Chief must collaborate across agencies and disciplines, engage positively with patients and the public, lead by example, foster teamwork, and maintain strong working relationships with staff, officials, medical direction, partner agencies, and community stakeholders.

Education, Experience, and Special Requirements:
An associate or technical degree in Emergency Medical Services, Public Safety, or a related field, or an equivalent combination of education and experience. Progressively responsible experience as a Paramedic, including supervisory and leadership experience. Experience in Mobile Integrated Health, grant administration, program management, or care coordination is preferred. Bachelor's degree preferred. Special Requirements:
- North Carolina Paramedic credential (or eligible for reciprocity).
- NIMS ICS 100, 200, 300, 400, 700, and 800 certifications.
- Drug Assisted Intubation certification or ability to obtain within 18 months.
- A driver's license that is valid in the State of North Carolina.
Physical Requirements: This work requires the regular exertion of up to 25 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and pushing or pulling, frequently requires stooping, kneeling, crouching or crawling and repetitive motions and occasionally requires climbing or balancing and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to wet, humid conditions (non-weather), exposure to outdoor weather conditions, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, working with explosives and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic).
