GENERAL DESCRIPTION :

Under the supervision of the Program Director for Private Lands and Public Hunting, this position performs highly complex (senior-level) administrative and supervisory program work. Responsible for the coordination, administration, and promotion of the Department's Public Hunting Program, including the small game lease program. Coordinates with field staff to develop proposals for public hunts and regulation changes. Assists with preparation and presentation of regulations for commission approval of public hunting seasons and regulations. Coordinates with field staff and headquarters staff of both the Wildlife and State Parks Divisions in the preparation, publication, and distribution of informational materials pertaining to the Public Hunting Program. Coordinates with field staff in executing and servicing lease agreements for public hunting lands. Oversees the collection of data concerning public hunts and the preparation of related reports. Investigates options to secure additional funding and to improve cost effectiveness of public hunts. Oversees operation of the Public Hunt Draw system. Responsible for the supervision of 3 to 5 program staff or contract positions. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a Bachelor's degree in Wildlife Biology or a closely related field of natural resource management.

Experience :

Five years of professional experience, not associated with the pursuit of undergraduate or graduate degree programs, in a natural resource related field.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid class 'C' Texas driver's license

NOTE: Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS :

Experience :

Graduation from an accredited college or university with a master's degree in wildlife biology or a closely related field in Natural Resource Management may substitute for one year of the required experience.

Graduation from an accredited college or university with a PhD in Wildlife Biology or closely related field in Natural Resource Management may substitute for two years of the required experience.

PREFERRED QUALIFICATIONS :

Education :

Coursework in Marketing, Communications, or Administration.

Experience :

Experience in administration, accounting, or marketing.

Experience in hunting and fishing.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of life history, ecology, and management needs of wildlife species indigenous to Texas.

Knowledge of basic computer operations and its application to wildlife management activities.

Knowledge of land-use practices and their impacts on wildlife species.

Knowledge of common farming and ranching operations and practices.

Knowledge of TPWD programs, policies, procedures and operations.

Knowledge of wildlife, wildlife habitat and rangeland management techniques.

Knowledge of the TPWD Public Hunting Program.

Skill in planning, conducting and evaluating conservation outreach programs.

Skill in effective verbal and written communication.

Skill in communicating information on a broad range of fish, wildlife and habitat issues.

Skill in collecting, analyzing and reporting data.

Skill in effective interaction with staff at all levels of the department and other state agencies and organizations.

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

Skills in using MS Word, Excel, PowerPoint Access and Outlook.

Skill in using analytical software applications.

Skill in using GIS/GPS applications.

Skill in the application of common habitat enhancement techniques.

Skill in planning processes and organizing/supervising workflow.

Ability to effectively supervise and motivate assigned staff.

Ability to work as a member of a team.

Ability to work independently with little or no supervision.

Ability to exercise sound judgment when making critical decisions in the absence of the program director.

Ability to initiate, build and develop public support and involvement for TPWD's wildlife conservation responsibilities and public hunting program initiatives.

Ability to analyze, apply and report survey data.

Ability to develop operating budgets and oversee expenditure.

Ability to supervise and coordinate special projects.

WORKING CONDITIONS :

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Required to work overtime as necessary.

Required to travel up to 5% with possible overnight stays.

May be required to operate a State vehicle.

Must conform to TPWD dress and grooming standards; work rules and safety procedures.

Non-smoking environment in State buildings and vehicles.
