Oversee operations for complex public health programs, primarily administering and coordinating the Opioid Settlement FundDevelop, implement, and maintain policies and procedures for RFPs, grants, and contractsCoordinate proposal development, leadership and purchasing review, review teams, applicant questions, award processes, and timely paymentsMeet with RFP recipients, provide technical assistance, respond to requests, support reporting, and maintain tracking systems, invoices, and documentationCoordinate public health communications, including social media, ADA-compliant images, website updates, and media activitiesLead naloxone activities, including onboarding access-point sites, supporting existing sites, and coordinating suppliesParticipate in and co-lead committee meetings and leadership groups with internal and external partnersEnsure compliance with state, federal, and local rules for opioid programming, grants, contracts, and reportingEstablish and maintain strategic partnerships supporting community health promotion, prevention, treatment, and recovery networksManage public outreach, community engagement, events, and stakeholder communicationsFacilitate planning committees, contribute to project development, and implement Anoka County initiativesManage data collection, analyze program and community data, and use findings for planning and continuous improvementDevelop quarterly, annual, and program-specific reports; analyze findings and draft recommendationsResearch evidence-based strategies, identify service gaps, and recommend best practicesContribute to community health assessment, improvement planning, and departmental strategic planningRequirementsMaster's degree in public health, behavioral science, social work, or a closely related fieldTwo years (2,080 annual hours) of job-related experience in substance use disorder treatment and/or education focused on preventionTwo years (2,080 annual hours) of job-related experience managing grants, budgets, and/or funding projectsAbility to work in a standard office environmentAbility to travel to various county work sites and meetings as neededAbility to use computers, phones, and standard office equipmentAbility to perform required sedentary work and occasional lifting of 10–20 lbs.Successful completion of applicable pre-employment criminal/driving background check, drug screen, DOT physical, and/or other qualification checks may be requiredAbility to provide required informed consent for pre-employment screenings and qualification verificationCore CompetenciesDemonstrates expertise in managing public health programs, particularly in opioid settlement fund administration, grant management, and community health promotion.
