Acquisition Program Analyst - SeniorClearance: TS/SCIOnsite 5 days per weekThis position provides critical PEM support for programs of record (PoR) across the AQP portfolio.SAF/AQP - Global Power Programs DirectorateNationwide IT Services (NIS) is currently looking for a Sr. Acquisition Program Analyst, to support SAF/AQP, Global Power Programs Directorate.AQP Directs, plans, and programs for development, procurement, and product support of $10B portfolio of global power programs. The portfolio includes legacy fighters, fifth-generation aircraft, as well as sixth generation aircraft programs. It encompasses the entirety of the DAF munitions procurements to include weapons currently used in Operation Inherent Resolve (OIR) such as Joint Directed Attack Munition (JDAM), Small Diameter Bomb (SDB), and Hellfire missiles. Finally, the Global Power portfolio captures the DAF investments in the nuclear triad to include the legacy and modernized of the Intercontinental Ballistic Missile (ICBM) and Cruise Missile programs. The portfolio is increasingly vital cross-cutting Air Force Global Power priorities such as Nuclear Command Control & Communications, Operational Imperatives, and emerging Air Force kinetic priorities.ResponsibilitiesSupporting Headquarters Air Force (HAF) budget preparation and defense, SAE oversightand decision-making activities, PEO program execution and oversight efforts of aircraftplatform.Maintaining and analyzing planning, scheduling, and management data.Studying, analyzing, and providing recommendations on requirements, acquisition strategies,program documentation, program phase transition plans, supplemental information, andprogram execution.Providing honest broker assessments of programs approaching milestone decisions and ofprime contractor technical and operational issuesResearching and analyzing program trends, identifying issues, and recommending solutions.Making recommendations on the allocation of funding, establishment of program goals,objectives, and schedules, and the formulation of program direction.Tracking compliance with stated program direction and identifying issues.Identifying and researching programmatic issues and tradeoffs in terms of requiredcapabilities, costs, and schedules.Reviewing and providing recommendations on existing and proposed Air Force acquisitionand capability area policies and implementation.Reviewing and evaluating the impact of national, DoD, JCS, and civil government policiesand activities that affect Air Force acquisition programs and capability areas.Maintaining historical Air Force weapon program documentation and developing summarydocuments/briefings and training materialProviding short notice, quick-reaction analyses of critical programmatic issues in the contextof Congressional, OSD Staff, Joint Staff, HQ USAF, Major Air Command (MAJCOM),North Atlantic Treaty Organization (NATO), coalition, or bi-lateral activitiesPreparing Planning, Programming, Budgeting, and Execution (PPBE) documentation toensure they accurately articulate the current program.Supporting the HAF review process - Air Force Requirements Oversight Council (AFROCs),Joint Warfighting Capabilities Assessment (JWCAs), Defense Acquisition Boards (DABs),Congressional cycle, Acquisition Strategy Panels (ASPs), Air Force Review Board (AFRBs),Configuration Steering Board (CSB), Government Accountability Office (GAO) reports, etc.Reviewing and documenting Mandatory Declassification Review (MDR) and Freedom ofInformation Act (FOIA) requests.Monitoring ongoing studies, analyses, and developmental work relevant to weapon systemsSupporting program-specific efforts like Concept of Operations (CONOPS) development,Capability Development Documents (CDD), Capability Production Documents (CPD),Information Exchange Requirements (IER), and requirements working groupsReviewing and providing data to assist in preparation for legislative hearings, programdocumentation, briefing packages and read-ahead, Congressional staffer visits, and otherevents to ensure an integrated and consistent Air Force position in response to Congressionalquestions, issues, and requests for information on assigned program/portfolio.Any other tasks closely associated with the performance of duties list above and ascoordinated with the COR.Program Objective Memorandum (POM) & Program Planning, Budgeting & Execution (PPBE)QualificationsActive TSClearance with SCI eligibilityMaster's degree in a Business, Finance, or Engineering discipline.A total of 10 years of acquisition experience in a System Program Office and/or Air Force Headquarters.Experience with DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including development of budget documentation and familiarity with analyzing budget execution.Must be proficient in allcomputer-based communication/office IT tools, to include the following: Microsoft (MS) Office Suite - Word, Power Point, SharePoint, Excel, TEAMS; Adobe (both reader and Pro).Must have the ability to learn new software/office IT tools as needed in a timely manner.Must be proficient in public speaking: capable of delivering briefs, speaking in meetings in person and online, and giving presentations.Work Experience Substitutions:12 years of relevant work experience may be substituted for a MA/MS degree.BA/BS degree plus 8 years of relevant work experience may be substituted for a MA/MS degree.Physical Requirements:Ability to move or traverse throughout a large, secure facility and between multiple work areasAbility to perform repetitive motions with hands, wrists and fingersAbility to sit for prolonged periods at a desk and working on a computerAbout Nationwide IT ServicesNIS is an IT and Management consulting company, is a CVE-verified Service-Disabled Veteran- Owned Small Business.
