Director of Technical Services
Job Description
Under the authority of the General Director of Services, you will direct, coordinate, and animate all technical services while promoting transversality within your department and with others. You will oversee technical projects of the community. You will ensure the continuation of ongoing actions. You will work closely with the urban planning, legal, and public procurement services, as well as the financial directorate to ensure budget control. You will participate in the Management Committee and follow cross-departmental issues. Management of technical services and maintenance (approximately 50 staff), in collaboration with middle management. Programming, development, and execution of all projects related to heritage, environment, infrastructures, and buildings necessary for implementing the strategic orientations of the community. Advice and support to elected officials and the management team on all technical matters. Monitoring and execution of the budget for technical services. Development and monitoring of multi-year investment plans. Implementation of management procedures and tools. Development and monitoring of maintenance contracts. Development and monitoring of outsourcing contracts. Development and monitoring of public procurement (technical part). Compilation and monitoring of subsidy dossiers for activities. Coordination and animation of all technical services. Relations with other communities (intercommunality). Exchange with elected officials in charge of activity sectors.
Required Profile
Technical and regulatory expertise (M57), public procurement. Fundamental technical and regulatory knowledge in building, road, sanitation, drinking water, green spaces, public lighting, and urban cleanliness. Updated knowledge of ERP, safety, accessibility standards. Rigor, methodology, initiative, and critical thinking. Setting objectives, measuring results, and evaluating collective and/or individual performances. Interest in digital tools (smart city, intelligent city). Experience in managing buildings and utilities would be appreciated. Leading, animating/communicating, motivating one or more teams. Writing skills, synthesis skills. Relationship and pedagogical skills - Sense of listening and communication. Management capacity - Taste for teamwork. Proficiency in office and IT software (Word, Excel, Atal, CAD). Knowledge of the functioning of local authorities. Sense of public service. Availability. This position is full-time. 38 hours per week. 25 days of cancellable leave - 18 additional time off. Statutory remuneration - Indemnity scheme - End-of-year bonus. Monetizable savings account - Participation in social actions - Mutual participation, mutual insurance.
