Summary
Job Purpose Summary: The City Administrator directs daily City operations, coordinates department activities, and oversees City personnel, policies, and programs. The position works closely with the City Council on strategic planning, budgeting, ordinances, and policy implementation; ensures compliance with laws and regulations; manages personnel and financial matters; represents the City in public and professional settings; and supports community and economic development efforts.
Salary Range: $130,323 - $155,612 (Class and Compensation study to be approved before interviews.)
Minimum Qualifications: Bachelor’s degree in public administration or a related field and considerable experience in public management, or an equivalent combination of education and experience. A valid Minnesota driver’s license is required; a master’s degree is preferred.
Job Description
Essential Functions
- Oversees the day-to-day affairs of the City and coordinates the operations of various City departments; exercises supervisory authority over all City employees through the department structure and Council approval.
- Administers personnel matters consistent with the City’s personnel policy and related laws and statutes and administers employee wages and benefits.
- Performs comprehensive strategic City planning including short- and long-term planning.
- Attends Council meetings, prepares reports for meetings; oversees preparation of meeting agendas, records of minutes, ordinances and resolutions.
- Assists the Council in the coordination and administration of procedures and policies; carries out assignments and directives from the Council.
- Assures compliance with Federal and State mandates, (ADA, AWAIR, OSHA, Right to Know, Records Retention, Data Privacy, Drug Testing); researches the impact of mandates, law and relation changes affecting the City; presents proposals for Council response.
- Oversees and assists in development and implementation of the annual City budget; presents budget to Council for adoption; monitors expenditures and receipts; ensures compliance with Public Comment (formerly Truth in Taxation) and all reporting requirements; provides information for bond issues; completes grant applications and administers grant money.
- Represents the City at meetings, conferences, and other assigned public affairs and is informed on legislative issues pertinent to the City.
- Develops and discusses public relations material; maintains relations with the general public; consults with appointed officials and other public or private agencies as may be required.
- Prepares a variety of reports and files with appropriate State, Federal and County offices.
- Provides public presentations to City Council, planning commission, citizens, etc.
- Serves and fulfills duties of Planner and Executive Director of Economic Development in the event of position vacancies.
