Aviation Technical Systems Specialist

Summary

Job TitlePerforms multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Applies experience and comprehensive knowledge of FAA air traffic control processes and procedures to perform required airspace and procedures analysis. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.Serves as a subject matter expert in assigned areas of responsibility to provide expertise on technical matters, programs, and procedures relating to the National Airspace Systems.Analyzes proposed changes to the National Airspace Systems (NAS) to determine impact and provide suggestions to improve the quality of services and correct deficiencies.Manages and coordinates assigned programs related to Terminal and Enroute airspace, procedures, and special events. Independently applies in-depth technical knowledge of the NAS in order to design, develop, modify, or evaluate major systems or programs.Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact the accomplishment of strategic objectives.Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB/SOs) and externally. Develops and provides high level presentations sufficient to defend, clarify, and justify recommendations to internal and external stakeholders.Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.Work is reviewed typically through status reports and at project completion to ensure technical compliance and alignment with the requirements of the project or other work activity.Performs other related duties as assigned such as statistical and trend analysis, research, evaluations and studies.
