The San Francisco Bay Area Rapid Transit District (BART) is currently seeking an experienced leader for the Superintendent of Power and Mechanical Maintenance position. This role presents an exciting opportunity for a dedicated professional to oversee BART's comprehensive power and mechanical maintenance programs.
This Superintendent will lead and coordinate the inspection, maintenance, troubleshooting, repair, and restoration of traction power, electrical, mechanical, and electro-mechanical systems supporting BART's rail operations. They will also direct emergency maintenance activities to ensure the safe, reliable, and efficient performance of traction power substations, switchgear, power distribution equipment, and associated infrastructure.
The incumbent will provide overnight operational oversight for maintenance activities within active rail environments, responding to equipment failures, service interruptions, and emergency incidents to expedite the safe return of critical systems to service. Responsibilities include collaborating with Operations, Engineering, contractors, vendors, and other maintenance groups to plan and execute scheduled maintenance, equipment upgrades, testing, inspections, and commissioning activities; while ensuring full compliance with District policies, regulatory requirements, and industry safety standards.
Additionally, the incumbent will monitor equipment performance, evaluate asset reliability, analyze maintenance effectiveness, identify root causes of system failures, and implement corrective actions to enhance operational efficiency and system reliability. They will support capital improvement projects by reviewing technical specifications, coordinating contractor activities, and verifying quality workmanship. The Superintendent will also foster a strong safety culture through regulatory compliance, risk mitigation, and continuous improvement while providing leadership and technical guidance to multidisciplinary maintenance teams during graveyard operations.
Work outside of regularly scheduled hours is expected and will include managerial oversight of field activities, conducting inspections and investigations, and expediting return to service for critical equipment.
The most qualified candidates for this position will have highly developed competencies in the following areas, which will be reinforced in the related work experience and will be articulated during the selection process:
- Experience developing maintenance standards, technical specifications, and equipment upgrade strategies in collaboration with engineering staff.
- Experience establishing and maintaining comprehensive safety programs that promote regulatory compliance and best maintenance practices.
- Experience managing division budgets, forecasting resource needs, and ensuring responsible stewardship of personnel, equipment, and financial resources.
- Knowledge of heavy industrial electrical and mechanical systems.
- Experience leading multidisciplinary teams, managing capital improvements, overseeing contractor performance, and supporting organizational change while prioritizing safety, reliability, and customer service.
- Experience preparing executive reports, presenting recommendations, and supporting strategic initiatives that strengthen the District's infrastructure and long-term asset management objectives.

Examples of Duties
Assumes management responsibility for assigned services and activities of the Power and Mechanical Maintenance Division including the installation, maintenance, repair and modification of: all elevator/escalator systems and equipment; and all traction power, mechanical, electro-mechanical and electrical systems, equipment and components in the District's facilities and structures.
Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
Plans, directs, coordinates and reviews the work plan for assigned staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
Researches and develops specifications, solutions, and system or equipment upgrades in conjunction with engineering staff for electrical, mechanical, and elevator/escalator systems and equipment; develops specifications for contract services as required; directs the work of outside contractors; minimizes revenue service disruptions.
Develops and implements elevator/escalator training programs; ensures appropriate operational safety levels are maintained; reviews and modifies programs as necessary.
Selects, trains, motivates and evaluates assigned and repair personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.
Serves as the liaison for the Power and Mechanical Maintenance Division with other divisions, departments and outside agencies; negotiates and resolves sensitive and controversial issues.
Serves as staff on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence.
Provides responsible staff assistance to the Chief Engineer.
Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to complex maintenance problems, programs, policies and procedures as appropriate.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of power and mechanical maintenance.
Responds to and resolves difficult and sensitive citizen inquiries and complaints.
Minimum Qualifications
Education :
A Bachelor’s degree in engineering, business administration or a related field from an accredited college or university.
Experience :
Five (5) years of (full-time equivalent) verifiable experience in the maintenance and repair of heavy industrial, electrical or mechanical systems and equipment which must have included at least two (2) years of administrative and supervisory experience.
Other Requirements :
Must possess a valid California driver’s license and have a satisfactory driving record.
Must possess sufficient mobility to perform field inspections and investigations.
Substitution :
Additional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
