GENERAL DESCRIPTION

Under the direction of Compensation, Classification, Recruitment & Volunteer Manager and leadership of the Recruitment Team Lead, this position performs complex journey level human resources management work to include administering or assisting in the administration of human resources management programs such as recruitment, selection, compensation, classification, employee relations/engagement, and/or benefits. Answers basic human resource questions and resolves routine issues. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Human Resources Recruitment Program:

Participates in TPWD's agency-wide recruitment activities to include job fairs, community outreach events, conferences and presentations both state and nationwide. Targets applicants and volunteers to promote TPWD as an employer of choice. Assists with compiling and disseminating relevant data for specific issues or concerns as requested. Assists with updating agency's Recruitment Strategic Plan, Volunteer Strategic plan, policies and procedures. Assists Recruitment Coordinator & Volunteer Program Administrator in identifying recruitment events to engage broader audiences. Assists with training sessions to ensure recruitment representatives are well versed on volunteer program, agency divisions, operations, recruitment techniques, program guidelines, and hiring veterans. Assist with managing TPWD's recruitment social media presence to include but not limited to LinkedIn, Handshake, Facebook, Twitter and Instagram.

Human Resources Volunteer Program :

Assists with the agency's volunteer program and provides guidance and technical assistance to HR liaisons, volunteer coordinators, hiring managers, and division directors on volunteer management topics, including the volunteer management system. Promotes, markets, recruits, tracks and corresponds with internal and external customers regarding volunteer criteria and qualifications. May provide presentations and training opportunities for hiring managers, volunteer coordinators, HR liaisons, students, members of military and/or executive leadership as requested. Assists Volunteer Program Administrator with development of goals, metrics, funding, retention and compliance of volunteer programs and serves as primary contact for volunteer programs in absence of administrator. Assists with managing TPWD's Volunteer Program social media presence.

Other Department and Division Specific Job Duties:

Assists in processing criminal background checks for volunteers. Assists in monitoring and corresponding to multiple email inboxes including volunteer, and recruitment communications. Manages travel arrangements and reporting per state guidelines. Compiles reports as needed and responds to inquiries both electronically and verbally. Participates in training and professional development activities to enhance job knowledge, skills and abilities. Stays informed and knowledgeable of current laws and best practices regarding recruitment, and volunteers.

Performs additional duties as assigned. Complies with Agency, Division and Department rules, regulations, and procedures.

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited college or university with a Bachelor's degree or higher.

Experience:

Three years of full-time Human Resources, Volunteer, Recruitment, Talent Acquisition, Classification, Compensation, Communications, Training or Education/Outreach experience.

Licensure:

Must possess a valid State Driver's License.

NOTE: Retention of position contingent upon maintaining required license.

ACCEPTABLE SUBSTITUTIONS

Education:

One additional year of Human Resources, Volunteer, Recruitment, Talent Acquisition, Classification, Compensation, Communications, Training or Education/Outreach related experience may substitute for 30 semester credit hours of the required education, with a maximum substitution of 120 semester hours.

Experience:

Graduation from an accredited college or university with a Master's degree may substitute for one year of the required experience.

PREFERRED QUALIFICATIONS

Experience:

Experience with placement, career development, employment, or closely related field.

Experience working with volunteer or recruitment initiatives.

Experience in training or providing guidance to others.

Experience in state travel guidelines and processes.

Licensure:

Current HRCI Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification OR SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles and practices of human resources management.

Knowledge of human resources programs such as recruitment, volunteers, employment, compensation, classification, employee relations and engagement, benefits, workers' compensation, workforce planning, or organizational development.

Knowledge of federal, state, and local laws and regulations governing human resources activities. Knowledge of effective talent sourcing methods.

Knowledge of volunteer management best practice.

Knowledge of Federal and State of Texas statutes related to volunteers and hiring practices.

Skill in oral and written communication.

Skill in using human resources-related applications.

Skill in problem solving, prioritizing and handling multiple tasks. Skill in use of standard office equipment and software.

Skill in using Microsoft Office Suite, Virtual meeting platforms (MS Teams, Zoom, Webex, etc) and/or Adobe products.

Skill in using recruitment platforms and volunteer management systems.

Skill in analyzing electronic data and generating reports.

Ability to explain policies and procedures to staff and the public. Ability to maintain confidential and sensitive information.

Ability to develop and analyze human resources processes.

Ability to establish and maintain effective working relationships with applicants, employees, and the public. Ability to communicate effectively.

Ability to work independently with little or no supervision.

WORKING CONDITIONS

Required to work 40 hours per week.

This position is considered a field work position requiring travel to all areas of Texas and other states as required.

Required to work on holidays, weekends, and hours outside of scheduled hours as necessary to attend recruitment events per supervisor's request.

Required to perform manual labor, including lifting supplies and materials up to 50 lbs. Required to operate a state vehicle to travel to events.

Required to travel up to 40 % during peak recruitment season with overnight stays.

Must conform to TPWD dress and grooming standards, work rules and safety standards. Non-smoking environment in State buildings and vehicles.
