Description
Brillient is seeking a Science Disclosure Analyst to support a federal contract where scientific literacy and information law meet. In this role, you'll review complex scientific and regulatory records (clinical data, study reports, research correspondence) and determine what can be released to the public and what must be protected under the Freedom of Information Act.
It's work that calls on both sides of your training: the scientific judgment to understand what a record actually says, and the analytical rigor to apply FOIA exemptions accurately, document your reasoning, and communicate your conclusions and recommendations clearly to agency stakeholders. Every release you prepare becomes part of the public record, so precision matters.

What You'll Do
Disclosure Review & Redaction
- Review responsive records and apply FOIA exemptions accurately to protect non-disclosable information
- Redact records in accordance with FOIA, the OPEN Government Act, the E-Government Act, and applicable job aids and guidance from OC staff
- Use Adobe Acrobat Pro (or other approved software) to electronically redact and prepare records — including boxing exempt material, sanitization, and Bates numbering as applicable
- Perform a final quality check to confirm released materials contain no information exempt under applicable statutes
- Prepare documents and Vaughn indices for disclosure-based litigation as required
Correspondence & Stakeholder Communication
- Draft original correspondence for release on behalf of the agency
- Serve as a liaison with requesters and, on occasion, other agencies or appellants
- Work with requesters, regulated industry, sponsors, agency staff, and contractors to clarify requests and provide status updates
- Keep division management informed of the nature and status of all sensitive requests
- Deliver weekly progress reports
Compliance & Quality
- Ensure disclosure analysis is accurate, timely, and compliant with FOIA, the Privacy Act, and applicable regulations
- Stay current on statutory and regulatory changes affecting disclosure practice
- Meet agency performance standards, including review rates and timeliness metrics
Reporting & Tracking
- Maintain accurate, current data in FOIA tracking databases
- Monitor request backlogs and prioritize sensitive or time-critical cases
- Prepare indexes of produced documents, including withheld portions and exemption codes
- Support reporting requirements for agency leadership and oversight staff
- Perform other related duties as assigned
Qualifications
Required Education and Qualifications:
- Bachelor's Degree in a biological or health science (Biology, Chemistry, Biochemistry, Microbiology, Immunology, Molecular Biology, Genetics, Laboratory Science, Nursing, Pharmacology), or related field
- Minimum three (3) to five (5) years of experience in FOIA disclosure review, records management, or regulatory document analysis experience, including proactive disclosure
- Ability to obtain and maintain a Government Public Trust security clearance, as dictated by the contract
- Ability to interpret and apply regulations and statutes
- Familiarity with the drug approval process
- Proficiency with Adobe Acrobat Pro and Microsoft Office (Word, Outlook, Excel)
- Strong attention to detail and organizational skills
- Strong written and verbal communication skills
- Ability to work independently in a remote environment

- Experience with clinical data sets, scientific literature review, or bench research in a laboratory setting
