We are seeking a Real Time Information Center (RTIC) Public Safety Analyst who exemplifies our core values of honor, respect, integrity, and service.This is a specialized, technology-driven role focused on gathering, analyzing, and disseminating critical data to provide operational support to the RTIC. By utilizing advanced information systems, the Analyst furnishes vital situational awareness to officers as they respond to calls for service and provides essential investigative support to both the Annapolis and Anne Arundel County Police Departments. They are not intended to include all the job duties of all positions in the job classification.)Real-Time Operational SupportActive Monitoring: Proactively monitors live information sources and calls for service to supply real-time assistance to responding officers, enabling a tailored and informed police response.Resource Coordination: Monitors computer-aided dispatch (CAD) and police radio to direct resources, track evolving situations, and identify potential suspects or vehicles in a multifaceted environment.Digital Surveillance: Operates sophisticated computer consoles and video wall displays to analyze digital evidence from CCTV, community cameras, traffic cameras, and license plate readers (LPR).Intelligence & AnalysisPattern Recognition: Collaborates with crime analysts to collect and organize information from intelligence sources and police reports to identify emerging crime patterns, trends, and persons of interest.Investigative Support: Prepares complex link analysis diagrams, telephone toll analysis, flow charts, and association matrices to assist in ongoing criminal investigations.Documentation & Briefing: Drafts law enforcement bulletins, threat assessment reports, and suspicious activity reports, while ensuring the dissemination of criminal justice-related intelligence.Professional ExcellenceTechnical Communication: Communicates clearly and concisely with law enforcement professionals via police radio, messaging, and other secure mediums.Continuous Improvement: Attends training and reviews current literature on research methodology and law enforcement technology to recommend enhancements to RTIC procedures.Legal Support: Provides professional court testimony when necessary and maintains accurate, confidential records.Knowledge, Skills, and AbilitiesGeographic Proficiency: Ability to demonstrate comprehensive knowledge of Annapolis and Anne Arundel County geography, including police districts and main highways.Stress Management: Demonstrated ability to evaluate emergency conditions and respond in a controlled, professional manner during highly stressful situations.Instructional Mastery: Ability to interpret and follow complex oral and written instructions with precision.Technological Competence: Skilled in the operation of computer terminals to enter, retrieve, and analyze sensitive information.Minimum QualificationsEducation: Graduation from an accredited high school or possession of a GED.Experience: One (1) or more years of experience in law enforcement operations, public safety analytics, or emergency dispatch.Licensure: Possession of a valid non-commercial Class C motor vehicle operator's license.Certification: Possession of, or the ability to obtain, NCIC/METERS certification within six (6) months of hire.Preferred QualificationsSpecialized Experience: Considerable experience in law enforcement patrol operations, public safety dispatching, or working within a Real Time Crime Center (RTCC/RTIC).Advanced Multi-tasking: Proven experience in environments requiring the rapid processing of information and multi-tasking using video management and LPR systems.Physical/Mental Demands:Operational Agility: Medium work requiring the occasional exertion of up to 50 pounds of force and the ability to maintain body equilibrium on various surfaces.Flexibility: Requires the ability to work a flexible schedule, including nights, weekends, holidays, and on-call rotations as needed.Acuity: Sufficient visual, auditory, and mental acuity to make rational decisions through deductive processes and monitor criminal actions in real-time.Equal Employment Opportunity StatementThe City of Annapolis Government does not discriminate or retaliate in employment against any person seeking employment or employed in the civil service because of any consideration of political or religious affiliation or belief, race, color, sex, age, family status, national origin, marital status, disability, veteran status, genetic information, sexual orientation, or gender identity.#J-18808-Ljbffr
