The State of New Hampshire, Department of Safety, Division of State Police, Justice Information Bureau - Criminal Records, has a full-time vacancy for UCR/NIBRS Program Specialist (Program Specialist I), SOC Title 13-1040 COMPLIANCE OFFICERS-3. This position has a 37.5 hour work week and is considered non-exempt.
Summary:
Research and reviews State RSAs to ensure effective application and alignment of New Hampshire crime data to the federal Uniform Crime Reporting (UCR) standards. Supports the UCR Program and the National Incident Based Reporting System (NIBRS) for the State of New Hampshire to ensure statistical reliability and accuracy by conducting NIBRS quality reviews examining state and local agency submissions for compliance with reporting standards set forth by the Federal Bureau of Investigation (FBI).
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Associate's degree and 2 years of experience OR equivalent combination of 4 years of education and experience after completion of high school. Education and experience must be in criminal justice, data management, analytics, information systems or a related field.
License/Certification: Valid driver's license or access to statewide travel.
Other Requirements: Must pass a background investigation including a fingerprint-based criminal record check and motor vehicle record check.
Trainee Option: Candidates with an equivalent combination of 3+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position.
PREFERRED QUALIFICATIONS: Experience in data collection, XML, or Records Management Systems (RMS).

Responsibilities:
Research and reviews State RSAs to determine the appropriate alignment of reporting specifications to federal UCR standards and ensures the compliance of New Hampshire's crime data with the national standard certifying a unified view of New Hampshire's crime trends as compared to other states.
Provides technical expertise of NIBRS system use to boards, committees, and vendors to present information and clarify program and user requirements for contribution to software development, computer systems analysis, and database/network administration. Makes recommendations for system updates based on troubleshooting issues and user feedback.
Conducts research on projects and/or crime trends as requested by the UCR Program Manager, preparing comprehensive reports with analytical depictions providing statistical information used by local law enforcement and other state agencies.
Responds, promptly, to New Hampshire Law Enforcement personnel with troubleshooting and clarification of program policies and regulations to ensure accurate NIBRS submissions, which lends to statistical reliability, accuracy, accessibility, and timeliness.
Processes state and local agency NIBRS data through the Central Repository, generating a report of all errors. Conducts external audits, remotely and on site, of local police departments NIBRS compliance, ensuring quality of submissions by local departments is accurate, complete, and timely.
Assists in training for local and state law enforcement agencies in the use of NIBRS coding standards and specifications for submission, collection, maintenance, and dissemination of crime data. Aids in the development, modification, and preparation of supplemental training content to provide targeted training information based on particular records management systems in use.
Serves as the NIBRS liaison to the State Police reporting systems by participating in workgroups, ensuring NIBRS adherence through the user interface (UI).
Represents the Division through participation at national and regional conferences to stay current in NIBRS specifications, policies, and procedures. Serves as a panelist or co-presenter at conference sessions. Develops and maintains effective working relationships with other state UCR program staff to foster a network of collaborative resources.
Answers Freedom of Information Act (FOIA) - NH RSA 91-A requests by compiling and disseminating crime statistics to the public in conjunction with the Department of Safety Legal Unit.
