Summary
Purpose
Provide corridor-level acquisition, funding/budget, and Building Operations, Maintenance, and Repair (BOMR) support so the BPAM PMO can plan, execute, track, and sustain real property and facility operations for USBP and AMO across an assigned geographic corridor.
Minimum qualifications
- Bachelor's degree
- Five (5) or more years of experience in facility management
- Education requirements may be offset by additional relevant experience on a case-by-case basis with Government client and COR approval
- Resume must be submitted and approved by the COR and Government client before start
Preferred qualifications
- Experience with federal facilities, sustainment, maintenance contracts, or construction support
- Experience with acquisition documentation, independent government cost estimates, and budget tracking
- Familiarity with CBP or similar systems of record (TRIRIGA or successor, SAP, SharePoint)
- OSHA 10-hour training
- Experience coordinating with Facility and Infrastructure Managers, BOMR Corridor Managers, Financial Management Branch, and servicing agencies
Primary responsibilities
- Acquisition support
- Support project and program acquisition activities, including monitoring procurement timelines and milestones.
- Assist Program/Project Managers with acquisition documentation, plans, and performance measures.
- Help develop requirements documents (SOW, SOO, PWS) consistent with USACE, FAA, GSA, CBP, HSAR, FAR, and applicable policy.
- Assist with Market Research, Determinations of Findings, and Analysis of Alternatives (minimum of three vendors capable of meeting requirements).
- Assist with Independent Government Cost Estimates (IGCEs) and lifecycle cost estimates: market research, historical pricing, comparative analysis, templates, process documentation, baseline estimates for recurring work (e.g., paving), and cost-estimate vs. actual tracking with mitigation recommendations.
- Support cost-estimating quality practices and related training as requested.
- Funding management and budget
- Manage, track, and report funding and budget for assigned initiatives, projects, or tasks.
- Submit Purchase Requisition Requests (PRRs).
- Track financial actions in the CBP financial system of record (SAP).
- Coordinate with servicing-agency partners on available, expensed, and obligated funding.
- Track all project costs in TRIRIGA (or successor) and update at least monthly.
- Report funding/budget status to the Government monthly.
- BOMR support
- Support operations, maintenance, and repair contracts for the assigned corridor.
- Assist with sustainment and support planning, including trending and analysis of historical data and upcoming requirements.
- Recommend budget, plans, and execution strategy to the Facility and Infrastructure Manager and BOMR Corridor Manager.
- Prepare the monthly M&R Coordination report covering cost, scope, modifications, percent complete, and logistics support status.
- Maintain data and contract information to support standard and ad-hoc Government reporting.
- Track and prepare documentation for task-order execution in the assigned area of responsibility and track funding executed via federal purchase cards.
- Manage MRO program data, including facility deficiencies in TRIRIGA (or successor), operational and maintenance contracts, and building systems.
- Coordinate with BOMR Corridor Managers, the Financial Management Branch, and project analysts responsible for real-property data.
- Maintain MRO documents in the CBP SharePoint repository (or successor).
- Assist with out-year budget planning and current-year execution for maintenance, repair, and operational contract actions, including spend-plan analysis as needed.
