To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION
Under the direction of the Senior State Parks Emergency Management Specialist this position performs complex (journey-level) consultative services and technical assistance work as a point contact for the State Parks Division emergency management operations. Assists with planning training, reporting, monitoring and tracking for preparedness/prevention, response and recovery functions of the State Park Division's Emergency Management program. Responsible for reviewing Emergency Operations plans for the State Parks Division. Assists in maintaining and conducting exercises on the State Parks Continuity of Operations Plan (COOP). May develop training materials and train staff. May deploy as part of the Division's or Agency's incident response team as needed. Assists with transporting equipment that requires a Texas Commercial Driver's license during Emergencies or Special Events. Maintains State Parks emergency management cache of equipment for rapid response. Monitors weather, stream flow and river level data and provides daily reports. Pending severe weather events may provide warnings and updates to management staff and park staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
MINIMUM QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor's degree.
Experience:
Two years experience in emergency management, Public Administration, Risk Management or auditing related to Federal Emergency Management Administration (FEMA) grant administration.
Licensure:
Must possess a valid class 'C' Texas driver's license or obtain one within 30 days of employment and convert to a class 'A' Commercial driver's license (CDL) within 6 months of employment or a valid class 'A' Texas Commercial driver's license.
Required to successfully obtain DOT CDL airbreak endorsement within 6 months employment.
NOTE: Required to pass the air brake component of a class 'A' Commercial driver's license standard examination. Retention of position is contingent upon obtaining and maintaining required licenses and compliance with State and Federal regulations, including the Department of Transportation (DOT) required drug and alcohol testing.
Must be able to complete or have successfully completed, within two years of employment, Emergency Management Institute (EMI) Courses: ICS-100, ICS-200, ICS-300, ICS-400, ICS-700 and ICS-800; T-ACC600: Disaster Accounting Basics, T-PUB250: Texas Emergency Management Response to Recovery Course, L-146: Homeland Security Exercise and Evaluation Program (HSEEP) Training and the Professional Development Series.
Must be able to pass or have successfully obtained within one year of employment, a FCC issued Amateur Radio License with Technician Level operator privileges.
NOTE: Retention of position contingent upon obtaining and maintaining required license and training.
ACCEPTABLE SUBSTITUTIONS:
Education:
One additional year of the required experience in emergency management, Public Administration, Risk Management or auditing related to Federal Emergency Management Administration (FEMA) grant administration may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.
PREFERRED QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor's degree in Emergency Management, Accounting or closely related field.
Experience:
Five years experience in emergency management, public administration, urban planning or risk management.
Licensure:
Current completion of T-PUB250: Texas Emergency Management Response to Recovery Course and the Advanced Professional Development Series.
Possess an Amateur Radio License with General operator privileges issued by the FCC.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Emergency Management operations, regulations, guidelines, policies and procedures;
Knowledge of FEMA and TDEM operational structure as it pertains to the Public Assistance Grant Process;
Knowledge of Federal Emergency Management Agency (FEMA) Continuity of Operations Planning (COOP) program;
Knowledge of the Incident Command System(ICS);
Knowledge in writing / creating emergency operations plans;
Knowledge in conducting division wide exercises;
Skill in Incident Management process;
Skill in Mitigation, Prevention, Preparedness, Response & Recovery aspects of Emergency Management;
Skill in using MS Word, Excel, PowerPoint and Outlook;

Skill in identifying, researching, locating, assembling and disseminating information to accomplish tasks;

WORKING CONDITIONS:
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary due to disaster conditions and incident response activities;
Required to work overtime as necessary;
Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;
May be required to perform work outdoors, occasionally in adverse weather and/or difficult environmental conditions;
Required to pass drug screening prior to employment;
Required to pass a previous employment drug testing history verification for all CDL positions held within the past two years;
Subject to random, post-accident and reasonable cause testing for the duration of employment;
Required to travel 50% with possible overnight stays;
Required to operate a State vehicle;
Non-smoking environment in State buildings and vehicles.
