Position Description
This is your opportunity to become a member of an extraordinary organization and a dynamic department. The City of Fresno is currently looking for an Administrative Manager to join our team.
Reporting to a Department Director, the Administrative Manager administers and manages the business, personnel and other assigned functions of a department such as establishing and implementing organization policies, managing the functions of budgeting, fiscal control, accounting, purchasing, personnel, grant preparation, analysis and compliance, contract administration and computer operations.
The Administrative Manager position in the Police Department is responsible for the Department’s grant oversight programs, leads compliance audits and reviews, provides compliance resources and guidance to Department management and key staff. In addition, the Administrative Manager will be expected to facilitate and coordinate activities with other departments within the City, and develop and maintain a positive working relationship. This position may exercise supervision over assigned staff.
The selected candidate will be expected to use sound judgment, encompass a high level of commitment to public service, demonstrate the ability to work well in a fast paced and demanding environment, and possess the initiative to complete projects. Furthermore, the ideal candidate will be an organizational problem solver that can provide positive and proactive solutions, use sound judgment, and has exceptional communication skills, both oral and written, along with a collaborative, team oriented operational style.
One vacancy currently exists in the Police Department. However, the City of Fresno may choose to utilize the applications received through this recruitment for future vacancies.
This is an unclassified position in which the incumbent serves at the will of the Department Director.
The primary work location for this position is in Fresno, California. This position requires physical presence during the assigned working hours. Remote and hybrid work arrangements are not available. Applicants who are unable to meet this onsite requirement will not be considered.
THE REQUIREMENTS
Applicants must meet the minimum qualifications on or before the posted filing deadline.
Four (4) years of professional, administrative, managerial, operations, budgetary or similar experience.
-AND-
Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business Administration, Finance or related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years.
NOTE: Applicants must attach a copy of degree for verification of educational requirements.
Possession of a valid California Driver's License may be required at time of appointment.
Selected eligible candidates who are certified will be required to successfully complete and pass a Department interview, an extensive background investigation, a Computer Voice Stress Analyzer (CVSA) and/or polygraph examination, and a Department of Justice fingerprint check before being employed by the City of Fresno. Providing false information or failing to meet any of these requirements will result in disqualification from further consideration in the selection process.
THE IDEAL CANDIDATE:
The Department Director is seeking a strong manager who is innovative, has the ability and skills to successfully empower employees to succeed, and has the ability to plan for the future needs of the department. A background that includes four years of professional, administrative, managerial, operations, budgetary or similar experience, and a Bachelor’s degree in Public Administration, Business Administration, Finance or related field wi ll be considered qualifying for this position. Experience working within a public agency is desirable.

HEALTH INSURANCE
The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT
IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION
Voluntary 457 plan with Fidelity Investments to increase your retirement savings. The City will reimburse up to $75 per month if contributing $75 per month or greater.
ANNUAL LEAVE
Accrue 15.55 - 18.83 hours per month based on years of service not to exceed 840 hours and cash out provisions.
LIFE INSURANCE
Benefit equal to annual salary with a maximum of $150,000; premium paid by the City.
MANAGEMENT LEAVE
60 hours per fiscal year with cash out provisions.
HOLIDAYS
10 City-observed annual holidays plus birthday and 2 personal days.
LONG TERM DISABILITY
Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.
BILINGUAL PREMIUM
$100 per month upon approved certification
HEALTH REIMBURSEMENT ARRANGEMENT (HRA)
Eligible retirees can use the remaining Sick Leave balance, in excess of 240 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.
RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.

Fresno is a full-service charter city operating under a strong mayor form of government. There are seven Council Members. The Council appoints the City Attorney and the City Clerk. The City Manager, who is appointed by the Mayor, is responsible for appointing all other department heads in the City.
