Civil Engineer will oversee and manage the design and construction of water, wastewater, storm drainage system, and street infrastructure.
Roles & Responsibilities
- Provides and/or oversees surveying and engineering design for the construction of public infrastructure improvements to be constructed by the City's in-house construction crew and contractors.
- Identifies, evaluates, and provides improvement recommendations to senior leadership with supporting preliminary and final design criteria for the project.
- Provides technical advice and assistance to contractors, developers, the general public, and other City departments in a professional and courteous manner.
- Coordinates efforts and projects with other City personnel to assure efficient operation of maintenance and construction projects.
- Develops and manages project estimates, schedules, and consultant and contractor contracts.
- Assists with design plan reviews for development projects; ensures necessary corrections upon identification of deficiencies.
- Assists with the oversight of field inspections to ensure adequacy and compliance of capital improvements and development related projects.
- Monitors construction progress, reviews and approves contractor invoices, and ensures construction record drawings are prepared accordingly.
- Assists with the management of the floodplain program and permitting process; reviews, approves, or rejects residential and commercial floodplain permitting requests.
- Assists with updating City design criteria, details, and specifications.
- Other related duties as assigned.
Knowledge, Skills, and Abilities
- Extensive knowledge of CAD systems and engineering software applications.
- Considerable knowledge of word processing systems and personal computers; good knowledge of peripheral office equipment such as printers, faxes, copiers, calculators, and other modern office equipment.
- Ability to perform simple and complex mathematical calculations.
- Extensive knowledge of surveying, drafting, engineering, and construction practices, techniques, and procedures.
- Extensive knowledge of federal, state, and local engineering design criteria for the North Texas region including roadway, traffic, drainage, water, and wastewater design.
- Ability to read, understand, and interpret engineering specifications, reference materials, reports, records, plan sets, studies, regulations, easements, contracts, and safety requirements related to facilities, street, drainage, water, and wastewater infrastructure.
- Ability to provide effective, professional written and oral communication to City staff, citizens, developers, and consultants.
- Regular, reliable, and punctual levels of attendance are essential job functions and expectations of this position.
Physical Requirements
- Must be able to walk and stand for extended periods of time.
- Must be able to climb stairs and ladders, and climb in and out of workplace equipment.
- Must be able to crawl, reach, bend, stoop, squat, kneel, twist, and crouch when performing job duties.
- Required to be able to carry, balance, lift, push, pull, and reach equipment and material weighing up to 40 pounds.
- Hearing and vision must be satisfactory to the degree that duties may be performed effectively and safely.
Environmental Conditions
- Majority of work is performed indoors in a climate-controlled facility.
- Work outdoors in all types of weather conditions will be required.
Minimum Qualifications
- Bachelor of Science degree in Engineering and Texas P.E. registration.
- Five years of water, wastewater, drainage, and street project management experience, or any combination of training and experience leading to the described level of knowledge and skill.
- Must have a valid Class C Texas Driver's License.
