DESCRIPTION:
The Coordinator performs responsible professional analytical, administrative, and technical assistance in the development, administration, and implementation of department or division programs; provides highly responsible administrative staff assistance including conducting research and analyses of a wide scope of items, procedures, and budgeting as it relates to the department and or division.
DISTINGUISHING CHARACTERISTICS:
Senior Coordinator
Positions at this level perform the most difficult duties; possess a specialized technical or functional expertise. Incumbents are assigned significant responsibilities above the advanced journey level, possess specialized knowledge, abilities, skills and experience, and exercise independent judgment and initiative in the performance of their duties. Positions in this class may be flexibly staffed and are normally filled by advancement from the Coordinator II class.
Supervising Coordinator
The fully experienced classification in the Coordinator series. Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for the maintenance of the department or division; participates in activities related to determining project priorities; ensures work quality and adherence to established policies and procedures; and performs the most technical and complex tasks relative to assigned area of responsibility.
EXAMPLES OF ESSENTIAL FUNCTIONS:
Essential and other important responsibilities and functions may include, but are not limited to, the following:
Business License Senior
- Oversee the administration and overall effectiveness of the City's business license program, ensuring consistent application of the Municipal Code, policies, procedures, and fee requirements.
- Serve as the City's primary technical resource for business license regulations and provide guidance to staff, businesses, applicants, departments, and outside agencies on complex licensing and regulatory matters.
- Review, evaluate, and resolve complex, sensitive, or non-routine licensing matters and make recommendations regarding eligibility, compliance, enforcement, and appropriate action.
- Develop, implement, and periodically update business license policies, procedures, workflows, and service standards to improve efficiency, consistency, compliance, and customer service.
- Monitor and analyze program performance, workload, revenues, renewals, compliance, and other operational data; identify trends; and prepare management reports, performance measures, and recommendations.
- Oversee business license technology systems, databases, and related tools, ensuring data integrity, reporting accuracy, system effectiveness, and implementation of automation and modernization initiatives.
- Manage and monitor business license-related contracts and vendor services, including establishing and monitoring deliverables, evaluating performance, addressing deficiencies, and coordinating corrective actions.
- Assist with the development and administration of the business license program budget, including revenue projections, expenditures, purchasing, and financial reporting.
- Lead major business license projects and process-improvement initiatives, coordinating timelines, resources, departments, stakeholders, and implementation.
- Monitor changes in applicable laws, regulations, and industry practices and recommend corresponding updates to the Municipal Code, policies, procedures, forms, fees, and customer communications.
- Coordinate business license compliance strategies with Code Enforcement, City departments, and other enforcement agencies; identify compliance trends; and develop proactive education and outreach strategies.
- Prepare staff reports, management briefings, presentations, recommendations, and other materials regarding business license operations, regulatory changes, program performance, and program improvements.
- Analyze business license data, business trends, and industry information to support business attraction, retention, and expansion efforts in coordination with the Economic Development Coordinator.
- Represent the City at professional organizations, regional meetings, industry forums, and other external engagements related to business licensing, permitting, and economic development.
- Recommend program, policy, and operational changes that enhance the City's business climate, improve regulatory compliance, and advance the ease of doing business.
- Serve as a lead resource for escalated customer inquiries, interdepartmental issues, and complex business licensing matters requiring advanced knowledge or judgment.
- Perform other related duties as assigned
Business License Supervising
In addition to the requirements for Coordinator I/II/Sr.
- Supervise, train and evaluate the performance of staff.
QUALIFICATIONS:
Knowledge of:
- Business correspondence and report writing.
- Modern practices, procedures, methods, and equipment.
- Computer systems and applications.
- Basic accounting principles and practices, with principles and practices of budget monitoring, report preparation, grant administration and program administration.
- Municipal, state, and county codes
- Principles and practices of public speaking.
- Principles and practices of supervision and training.
Ability to:
- Work on several assignments at one time, prioritize tasks and meet deadlines.
- Perform complex research and prepare staff reports.
- Maintain accurate financial records; prepare and administer a program budget and write a grant proposal.
- Perform job tasks with minimal supervision.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Interpret, explain, and apply applicable federal, state, and local laws, codes, and regulations.
EDUCATION AND EXPERIENCE:
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Two to four years of increasingly responsible administrative, accounting or business experience that involves extensive public contact, preferably related to department or division.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in a related field, unless noted below.
- Public Safety: Additional qualifying enforcement experience may substitute for the education on a year for year basis.
- Economic and Community Development: High school diploma or G.E.D. or an equivalent combination of education and experience
- Parks and Rec - Community: Equivalent to an Associate’s degree from an accredited college, with major course work in social work, social services, business administration, or a related field. Additional qualifying experience may substitute for the education on a year for year basis.
- Parks and Rec - Events & Culture: High school diploma or G.E.D., supplemented by applicable college coursework. Bachelor of Arts in Theatre Arts desirable.
Licenses/Certifications/Other Requirements:
Possession of, or ability to obtain, an appropriate, valid California driver's license by the time of appointment.
Incumbents in these classes may be required to work during irregular business hours and travel on an occasional basis except for positions within Parks and Recreation, where they will be required to work evenings, weekends and holidays.

Physical Demands:
Mobility: frequent use of keyboard; frequent walking (potentially on uneven terrain), standing and sitting for long periods of time; occasional climbing, reaching, stooping, kneeling, bending, and squatting.
Lifting: frequently up to 10 - 25 pounds; occasionally up to 40 - 50 pounds.
Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.
Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching.
Hearing/Talking: frequent hearing and talking, in person and on the phone.
Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.
Environmental: frequent exposure to noise. Potential for frequent exposure to chemicals, biohazards, fumes, and other environmental substances. If work performed outside, may work with machinery, in water, and on slippery and uneven surfaces.
WORKING CONDITIONS:
Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment.
If position includes work performed outside, subject to an outdoor environment with year-round exposure to varying weather conditions. Work is subject to construction noise.

FLSA: Overtime Eligible, with exceptions for Community Compliance Coordinator, Community Programs Coordinator, Housing Coordinator, and Sr. Housing Coordinator.
The City of Palmdale is noted for its highly skilled workforce, with a large concentration of aerospace firms located at Air Force Plant 42 and nearby Edwards Air Force Base. BUSINESS HOURS: Normal operating hours are from 7:30 am to 6:00 pm Monday - Thursday. CLOSED on Friday.
UNION: The Teamsters Local 986 represents certain positions in the City's Public Works Maintenance Division and Parks and Recreation Department.
EXECUTIVE EMPLOYEES: Additional benefits apply to the positions of Deputy Director, Director, Deputy City Manager and Assistant City Manager. These are at-will positions and do not serve a probationary period.
EMPLOYMENT INFORMATION

AN ELIGIBILITY LIST of the most qualified applicants will be compiled based on the results of the selection process. The list will remain in place for a period to be determined by Human Resources.

A PROBATION PERIOD of one year minimum applies to initial employment with the City.
VACATION, HOLIDAYS AND LEAVE: The City provides 15 paid holidays per year and 80 hours vacation (years one through four) with a maximum accrual of 240 hours. Exempt employees accrue 80 hours of administrative leave per year with a maximum accrual of 240 hours.
SICK LEAVE: Employees accrue 96 hours per year with a maximum accrual of 800 hours. P art-time employees shall accrue one (1) hour of Sick Leave for every 20 hours worked. Total accrued bank sick leave may not exceed 80 hours.
RETIREMENT: The City is a member of the California Public Employees' Retirement System (CalPERS). Full-time employees will be enrolled in either the New Member or Classic plan, as defined by CalPERS. New Members are enrolled in the 2% @ 62 formula and pay the full 7.75% employee contribution. Classic Members are enrolled in the 2% @ 60 formula and pay the full 7% employee contribution.
All other part-time employees are covered under the Public Agency Retirement Services (PARS).
WELLNESS PROGRAM: Employees may be reimbursed up to $500 per fiscal year for qualified wellness expenses.
DIRECT DEPOSIT: Direct Deposit is mandatory for all new employees.
INSURANCE: The City offers group health, dental/vision, long term and short term disability, and a $50,000 life insurance policy for full-time employees. The City contributes towards the employee's health insurance.
DEFERRED COMPENSATION: The City offers a Deferred Compensation Plan which enables full-time employees to contribute on a tax deferred basis. The City matches up to $200 per month.
BILINGUAL STIPEND: Eligible employees may receive bilingual pay.
OVERTIME COMPENSATION: Overtime is accrued at time-and-a-half for eligible employees for time physically worked in excess of the regular 40-hour work week.
PART-TIME EMPLOYEES: Part-time employees are reviewed for merit salary advancement but are not eligible for any other benefits listed.
MILEAGE PAY: Any employee may be reimbursed for work related mileage at a rate consistent with IRS guidelines when assigned to use their private vehicle on City business.
SOCIAL SECURITY: The City does not participate in Social Security and does not deduct Social Security payments from any employee's salary. The City deducts 1.45% of salary for Medicare and makes a 1.45% matching contribution.
