If so, Marina Coast Water District invites you to apply for the Water Resources Technician I/II position and join a team dedicated to protecting and managing vital water resources.
Regional Government Services and its staff are conducting this recruitment on behalf of Marina Coast Water District.

THE POSITION

The Water Resources Technician, a valued member of the Water Resources Division, performs professional level duties in support of the District's groundwater monitoring; performs and coordinates field data collection and water quality sampling and monitors well infrastructure projects; supports the preparation of resource plans and reports, annual reports, and periodic evaluations; coordinates with consultants, contractors, laboratories, and partner agencies on multi-agency water resources projects; analyzes hydrologic and water quality data and prepares technical reports; assists with procurement and project management for water resources programs.

Some of the top priorities for the incoming Water Resources Technician will include groundwater monitoring and water quality sampling, data management and analysis, and preparation of District, state, and regional water resources reports.

The Ideal Candidate Will:
  • Be knowledgeable in groundwater, hydrology, water resources management, and water quality principles.
  • Be comfortable performing both office-based technical work and hands-on field assignments at wells and monitoring sites.
  • Have experience collecting groundwater levels, water quality samples, and other field data using established protocols and equipment.
  • Be skilled in compiling, managing, analyzing, and interpreting hydrologic, climatic, and water quality data.
  • Be able to prepare clear, concise technical reports, summaries, recommendations, and regulatory documentation.
  • Have knowledge of, or experience with, the Sustainable Groundwater Management Act (SGMA) and related groundwater regulations and reporting requirements.
  • Be proficient with data management systems, Microsoft Office, and geographic information systems (GIS).
  • Be able to interpret and apply laws, regulations, policies, procedures, and technical requirements.
  • Establish and maintain effective working relationships with coworkers, outside agencies, consultants, contractors, and members of the public.
  • Demonstrate professionalism, sound judgment, reliability, and a high level of ethical behavior in all work activities.

ABOUT THE DISTRICT
Background - In 1958, a local group of dedicated citizens, known as the Marina Community Service Corporation, proposed the formation of a municipal-owned water system with boundaries to coincide with the existing Marina Fire District, which was approximately 1,600 acres. Two years later, the Marina County Water District was formed by registered voters of the then unincorporated city of Marina. In 1966, voters authorized the sale of water bonds totaling $950,000 to acquire a privately owned water company serving the area.

Today - Today we serve more than 40,000 customers and approximately 10,800 accounts split roughly equally between Central Marina and the Ord Community on the former military base, including California State University (CSU) Monterey Bay. Our vision is to become the leading public supplier of integrated water and wastewater services in the Monterey Bay Region.

Typical Qualifications

QUALIFICATONS

Water Resources Technician I: Equivalent to 60 semester units of college-level coursework which included the fundamentals of engineering, hydrology, groundwater, and water resources management, or related fields and one year of experience performing data collection, environmental monitoring, sample collection, recordkeeping, data analysis, or related technical work.

Water Resources Technician II: In addition to the above, two years of experience performing duties at a level equivalent to the District's classification of Water Resources Technician I.

A bachelor's degree in hydrology, engineering, environmental science, or a related field from an accredited college may be substituted for up to two (2) years of the required experience.
Licenses and Certifications:
Water Resources Technician I/II: Must possess and maintain a valid California class C driver’s license and have a satisfactory driving record. Additional training may be required based on actual field assignments.

Water Resources Technician II: In addition to the above, specialized training or certification in hydrogeology, groundwater science, or geographic information systems (GIS) is desirable.

Salary Ranges Water Resources Technician I: $85,611.21 - $109,264.04 (Range 15)
Water Resources Technician II: $94,498.78 - $120,607.05 (Range 19)

OUR HISTORY

Regional Government Services Authority (RGS) is a Joint Powers Authority (JPA) serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities since 2002. RGS works exclusively for the benefit of public agencies, providing a ready source of support and consulting services to meet the needs of its partner agencies in a broad range of disciplines and to help local governments meet three challenges:

  1. Decreasing revenues
  2. Increasing demands (and costs) for services, and
  3. Loss of experienced staff.

Local government leaders knew that these challenges were likely to continue, so agencies would have to work together – uniting not only their voices but their resources to advocate and become more efficient. The idea behind the creation of RGS was to form an agency that would help local governments share expertise and improve efficiencies. This was an emerging need. It did not require that each agency hire full-time staff. With the creation of this JPA, agencies could, in effect, share expertise through a third-party.

WHO WE ARE

Today, RGS is governed by several member agencies, all with the common goal expressed in the JPA’s MISSION STATEMENT: To provide quality, innovative, cost-effective services exclusively to public agencies. In November 2020, the 5-year Strategic Plan was adopted. Current member agency representation can be found on the Board of Directors page of this website.

RGS developed a highly flexible platform of administrative support, benefit plans and programs that could serve the diverse needs of cities, special districts, counties and other joint powers authorities. Flexibility was vital because the needs of partner agencies varied and because RGS services were 100 percent fee-based. Thus, RGS costs have always been able to ramp up or down quickly, as demand changed.

Regional Government Services Authority was formed under Section 6500, for the purpose of providing local governments with administrative, staffing and advisory services.  RGS has now served over 300 cities, special districts, joint powers authorities and other local governments and non-profits that support local governments.
