Supervises: CIPP crew foremen, boiler operators, equipment operators, CCTV technicians and laborers
About the Role
The CIPP Superintendent manages on-site trenchless pipe rehabilitation crews, safety programs and equipment operations to deliver underground utility projects safely, on schedule and on budget. You will be the senior field leader on municipal, utility and commercial sewer and storm rehabilitation work throughout Florida.
This role connects the office and the field. You will work with project managers to plan installations and schedules, then make sure crews have the people, equipment and materials to execute them, while holding every job to Flotech's standards for safety, quality and production.
Key Responsibilities
Crew supervision
• Direct and coordinate crews across all phases of pipe rehabilitation and CIPP lining, including cleaning, CCTV inspection, bypass pumping, wet-out, installation, curing, reinstatement and final inspection.
• Assign foremen and crew members to jobs and adjust staffing as project needs change.
• Train, coach and evaluate field employees, and develop foremen and operators for advancement.
• Serve as the primary field contact for owners, inspectors, engineers and subcontractors.
Project planning and scheduling
• Assist project managers in developing installation plans, means and methods, bypass plans and traffic control plans.
• Create and maintain short-term schedules, such as a 6-week look-ahead, and coordinate crew and equipment moves between projects.
• Read and interpret plans, specifications and CCTV reports to plan each installation.
• Coordinate liner and resin orders, deliveries and storage with the office and suppliers.
Safety and compliance
• Enforce company safety policies and OSHA requirements on every job site.
• Conduct toolbox talks, job hazard analyses and site safety inspections.
• Oversee confined-space entry, work zone traffic control (MOT) and hot water/steam safety practices.
• Maintain secure, clean and organized job sites, and ensure crews follow written work instructions and installation procedures.
• Lead incident reporting and investigations, and follow through on corrective actions.
Quality control
• Verify cure temperatures, pressures, cure times and logs meet manufacturer and project specifications.
• Review pre- and post-lining CCTV and resolve punch-list and warranty items.
• Make sure required samples, test data and documentation are collected and submitted.
Equipment management
• Oversee the condition and readiness of boilers, inversion units, refrigerated trucks, bypass pumps, jetters, CCTV trucks and support vehicles.
• Diagnose and repair equipment failures alongside the fleet director and mechanics to keep downtime to a minimum.
• Ensure preventive maintenance and DOT vehicle inspections are completed and recorded.
Cost and production tracking
• Monitor production goals, including footage lined and laterals reinstated, against the schedule and budget.
• Manage labor quantities, track hours expended and approve crew timesheets.
• Complete and review daily reports, cure logs and installation records.
• Identify cost overruns, changed conditions and potential change orders, and report them to the project manager promptly.
Qualifications
Required
• 3 to 5+ years of supervisory experience in construction, specifically with CIPP lining, pipe rehabilitation or underground utilities.
• Deep knowledge of CIPP installation methods, including hot-water and steam curing, across a range of pipe diameters (such as 8" to 48"+).
• Strong mechanical background and the ability to troubleshoot field equipment.
• Ability to read and interpret plans, specifications and CCTV inspection reports.
• Valid driver's license with a clean motor vehicle record (MVR).
• Strong leadership, communication and problem-solving skills.
• Working knowledge of email, spreadsheets and digital daily reporting tools.
• Willing to travel regularly within Florida and stay overnight, sometimes for extended periods.
• Able to pass a background check and pre-employment drug screen.
Preferred
• Class A or B CDL with required endorsements.
• OSHA 30, confined-space entry supervisor, first aid/CPR and FDOT Intermediate or Advanced MOT certification.
• NASSCO PACP/LACP/MACP certification.
• Experience with UV-cured CIPP, lateral lining or manhole rehabilitation.
• Experience working on Florida municipal and utility contracts.
• Bilingual English/Spanish.
Travel and Per Diem
Projects are concentrated in the Miami-Dade, Broward and Palm Beach area, and the Superintendent travels regularly to oversee crews on projects elsewhere in Florida.
• Travel is limited to the state of Florida.
• Per diem of $[amount] per day is paid for each overnight travel day to cover meals and incidentals.
• Lodging is arranged and paid by Flotech Environmental.
• Company vehicle and fuel card provided.
Physical Demands and Working Conditions
• Field-based role with outdoor work in Florida heat, humidity and rain, often on active roadways.
• Frequent walking, standing, climbing and bending on uneven job sites, with lifting of up to 50 lbs.
• Work near hot water, steam, pressurized lines, heavy equipment, traffic and open manholes.
• Exposure to sewer gases, wastewater, resins, fuel and noise; required PPE is provided and must be worn.
• Long days, early mornings, nights and weekends are common when installations and cures are in progress, and the Superintendent must be reachable for field issues.
