Summary
- Ensure RSS and RSS Set-Aside programs comply with applicable federal, state, and grant-specific fiscal requirements.
- Monitor fiscal compliance and grant requirements, including reviewing federal guidance, grant terms, regulations, policies, and other requirements applicable to RSS and RSS Set-Aside funding.
- Review subrecipient budgets, financial reports, reimbursement requests, invoices, and supporting documentation for accuracy, allowability, consistency with approved budgets, and compliance with applicable federal and state requirements.
- Monitor subrecipient fiscal activities and expenditures and work with subrecipients to identify, document, and resolve discrepancies, questioned costs, and compliance issues in a timely manner.
- Maintain accurate and complete grant and fiscal records to support accountability, reporting, audits, monitoring reviews, and other federal or state oversight activities.
- Prepare, coordinate, and submit required financial reports and documentation, the Governor’s Office of Finance, the Office of Refugee Resettlement (ORR), and other appropriate entities in accordance with established deadlines and grant requirements.
- Coordinate with the State Refugee Coordinator (SRC), RSS subrecipients, Finance, and ORR to ensure fiscal information is accurate, consistent, and aligned with program activities and approved funding.
- Assist with grant applications, grant renewals, amendments, budget revisions, and other grant-related documentation, including developing and compiling required financial information and supporting materials.
- Support grant planning and resource development by monitoring available funding opportunities, funding requirements, and program needs and assisting with the development of applications and funding requests.
- Develop and maintain fiscal tracking systems and internal controls to monitor expenditures, available balances, reimbursement activity, reporting deadlines, and compliance requirements.
- Assist with audits, federal monitoring, and fiscal reviews by coordinating requested documentation, responding to findings or questions, and tracking corrective actions through completion.
- Identify potential fiscal or compliance risks and recommend corrective actions to strengthen accountability, internal controls, and the effective use of federal and state resources.
- Provide technical assistance and guidance to subrecipients regarding fiscal requirements, documentation, reimbursement procedures, reporting, and grant compliance.
