ETD, Inc. is a Native American and woman owned environmental consulting firm. We work alongside engineers and architects to prepare the studies and environmental documents our clients need to comply with the National Environmental Policy Act (NEPA). Our projects run across Arizona and New Mexico, with a focus on tribal lands. We are a small senior team, so you will own documents end to end.
The Role
You will lead NEPA compliance and run contracts day to day on large, federally funded linear infrastructure projects. The work crosses tribal, federal, state and private land, with the Bureau of Indian Affairs, the Bureau of Land Management and other federal agencies.
You Will:
- Prepare Environmental Assessments and supplemental EAs, including the range of alternatives, and carry them through agency review to a signed decision.
- Set the environmental review and permitting schedule with the lead agency, cooperating agencies and the project applicant, and keep it tied to the construction schedule.
- Prepare Endangered Species Act Section 7 determinations and coordinate with the U.S. Fish and Wildlife Service.
- Coordinate with Section 106 programs, including work under Programmatic Agreements. You are not the cultural lead, but the two schedules depend on each other.
- Manage scope, budget and schedule on fixed-price, deliverables-based contracts, including invoicing.
- Report weekly, internally and to the client.
- Review biologists' and archaeologists' reports for quality before they go out, and direct engineering and survey subconsultants.
Required:
- Graduate degree in an environmental discipline.
- Eight (8) or more years preparing NEPA documentation for linear infrastructure, such as fiber, pipeline, transmission or highway projects.
- At least one Environmental Assessment you authored as lead and carried to a signed FONSI or other agency decision.
- Three (3) or more years as project manager, responsible for schedule, budget and staff, including subconsultants.
- Working knowledge of recent amendments to NEPA, current CEQ guidance, and the NEPA procedures and handbooks of the federal agencies you have worked with.
- Direct experience with NHPA Section 106 and ESA Section 7 consultation.
- Experience working with the Bureau of Indian Affairs or directly with tribal governments.
Preferred:
- New Mexico experience, such as BLM New Mexico field offices, the NMDOT Environmental Bureau, or BIA agency offices.
- Working relationships with New Mexico Department of Game and Fish, Arizona Game and Fish Department, U.S. Fish and Wildlife Service, the State Historic Preservation Offices, and tribal governments in both states.
- Federal and state permitting for construction projects, including Clean Water Act Section 404 and 401.
- Project management on federally funded contracts, including invoicing and reporting under 2 CFR 200.
- Project Management Professional (PMP) certification.
- Experience with FAST-41 or other federal permitting timetables.
To Apply
Send a cover letter, your resume, one NEPA document you led with the name of the agency that signed it, and a short description of the largest contract you have managed (value, length, team size) to lexi@etd-inc.com.
ETD, Inc. is an equal opportunity employer. Preference in hiring may be extended to qualified Native American candidates as permitted under applicable law.
