    Contra Costa Health (CCH) is seeking a strategic and results-driven experienced Chief Financial Officer (CFO) to lead its financial strategy and operations. This executive role is responsible for planning, organizing, and directing CCH’s financial strategy, including fiscal planning, financial reporting, revenue cycle management, and ensuring compliance with local, state, and federal regulations. The CFO will play a key role in aligning financial resources with the organization’s mission and operational goals. This full-time position is based in Martinez, California.

    We are looking for a CCHP CEO who is:
    • A strategic leader: You will demonstrate the ability to align fi­nancial strategy with organizational
    • goals, drawing on experience guiding organizations through growth, transformation, and fiscal challenges, while serving as a strategic advisor to the department head.
    • Data-informed, and results-driven: You will manage competing priorities, leverage data analytics to guide decisions, and implement financial strategies that improve efficiency, sustainability, and service delivery.
    • Balanced in perspective: You will understand the human impact of financial decisions while upholding the fiscal integrity of the department. You will need to resolve complex issues with fairness, empathy, and a big-picture mindset.
    • Adaptable and responsive: You will be flexible in a fast-changing environment and able to quickly pivot strategies to address new priorities, challenges, and mandates.
    • Aligned with County values: You will work in close partnership with the County Administrator’s Office, Health Services leadership, and other departments to ensure alignment with county-wide financial policies, practices, and long-term goals.
    • Innovative and solutions-focused: You will bring a fresh perspective to financial operations, identify opportunities to modernize systems and practices, and serve as a champion for continuous improvement.
    • Change management: Demonstrates strong change management skills, with the ability to lead organizations through mergers, restructures, funding shifts, and evolving business models, while remaining flexible and responsive in dynamic environments.


    Typical Responsibilities:
    • Advising Contra Costa Health’s Director, Deputy Directors, and executive leadership on financial strategy, fiscal policy, and long-term financial planning.
    • Leading, supervising, and evaluating a team of Deputy Chief Financial Officers across various finance functions.
    • Representing the department in financial matters involving the County Administrator’s Office, Auditor-Controller, Risk Management, and external stakeholders.
    • Planning, organizing, and directing all financial operations, including budgeting, forecasting, financial reporting, grants management, and capital planning.
    • Monitoring and analyzing financial performance metrics to ensure alignment with department goals, policies, and regulatory requirements.

    • Ensuring compliance with applicable local, state, and federal financial laws and regulations, including those from the State Controller’s Office, CMS, Medi-Cal, Medicare, and other relevant agencies.

    Minimum Qualifications

    License Required: Possession of a valid California Motor Vehicle Operator's License. Out of state valid motor vehicle operator's license will be accepted during the application process.

    Education: Possession of a master’s degree from an accredited college or university with a major in Business, Finance, Accounting, Public Administration or a closely related field.

    Experience: Ten (10) years of full-time (or the equivalent of full-time) financial management experience in a health care environment, at least five (5) years of which must have been in an executive-level position within a large diverse program or public agency providing healthcare to the public.

    Certificate and Licenses: Possession and maintenance of a valid Certified Public Accountant (CPA) issued by the State of California OR a Certified Health Financial Professional (CHFP) issued by the Healthcare Financial Management Association (HFMA); a Certified Government Financial Manager (CGFM) issued by the Association of Government Accountants; OR a Certified Public Finance Officer (CPFO) issued by the Government Finance Officers Association.
