    THE AGENCY

    The General Services Agency (GSA) is comprised of Fleet Services, Facilities, Procurement, Special Services, Parks, Security, and Business Support and is responsible for a broad spectrum of services to all County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.

    THE POSITION

    Under general supervision, repairs, services and installs locks and locking devices; repairs and installs all types of automatic, electrical and air operated doors; maintains complete locking system record.

    The ideal candidate will be highly skilled and knowledgeable about all aspects of locking systems and devices employed in commercial and industrial settings, have a minimum of 5 years journey level experience, and/or possess certification from a recognized training program, and work well with others to ensure customer service standards are met and exceeded.

    WHAT WE OFFER
    • Educational Incentive: 2.5% for an associate's degree, 3.5% for a bachelor's degree, or 5% for a master's degree.
    • Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
    • Sick Leave - Full-time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
    • Flexible Credit Allowance: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.
    • Deferred Compensation: County match of up to 3%, dependent upon your contribution amount.
    • Pension Plan: Participation in the County's defined benefit plan.
    • Holidays - 12 paid days per year which includes a scheduled floating holiday.

    Locksmith is represented by the International Union of Operating Engineers, Local 501 (IUOE) and is eligible for overtime compensation.

    The eligible list established for this recruitment may be used to fill current and future regular, temporary, fixed-term, intermittent and extra-help vacancies for this position within the General Services Agency, Maintenance. There is currently one (1) anticipated vacancy.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Installs, maintains, and repairs all types and brands of security locks.
    • Rekeys buildings and catalogs all keys and locks.
    • Opens all types of inoperable doors, desks, and cabinet locks.
    • Fabricates lock parts and keys.
    • Repairs, adjusts and installs electrical alarm and door locks.
    • Installs mechanisms for all electric and air operated doors.
    • Repairs, adjusts and installs all types of hydraulic and air door closures.
    • Designs, builds and installs special security locks and bolts.
    • Designs locking systems for file cabinets, desks and other items.
    • Maintains a complete locking system record.
    • Maintains a complete inventory of all locks and spare parts and orders replacements.
    • Performs other related duties as assigned/required.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, AND EXPERIENCE: Two (2) years of journey-level locksmith experience

    NECESSARY SPECIAL REQUIREMENT:

    Ability to kneel, crouch, squat, stoop, reach, twist and lift to accomplish assigned tasks.

    Position of and ability to maintain a valid California Driver License.

    Must have or obtain clearance to work in Juvenile Justice and Sheriff Jail facilities.

    DESIRED:

    Currently licensed by the California State Bureau of Security and Investigative Services.
    Certification from a recognized Locksmith training program.

    KNOWLEDGE, SKILLS and ABILITIES

    Working knowledge of: methods, materials, tools, practices, parts, and equipment used in locksmith trade; design, construction, installation, operation, adjustment, repair, rebuilding and maintenance of locks, locking devices, doors, and door closures; principles required to formulate, operate, and maintain key code systems.

    Working ability to: install, adjust, and repair locks, locking devices, doors and door closures; fabricate parks and work from specification sketches; estimate labor and material costs, set up, operate and maintain complete locking systems records.

    SUPPLEMENTAL QUESTIONNAIRE - qualifying

    APPLICATION EVALUATION - qualifying:
    All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the examination process.

    PRACTICAL EXAMINATION-100%: A job related practical examination will be conducted to evaluate and compare participating candidates' knowledge, skills and abilities as a locksmith. Candidates must earn a score of seventy (70%) percent or higher to qualify for placement on the eligible list.

    Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

    BACKGROUND INVESTIGATION: The successful candidate must undergo a background investigations which may include inquiry into past employment, education, criminal background information and driving record. The successful candidate must have or obtain clearance to work in Juvenile Justice and Sheriff Department facilities.
