About the OpportunityThe City of Ventura is seeking an experienced and motivated Senior Civil Engineer to join our Capital Improvement Program (CIP) Design Team within the Public Works Department. This key leadership position is responsible for planning, designing, and delivering a variety of municipal infrastructure projects that support Ventura’s vibrant coastal community.
Reporting to the Principal Civil Engineer, the Senior Civil Engineer leads a CIP Design Section of two to three engineers and oversees all project phases: from concept and environmental review through bidding, contract award, and construction support. The ideal candidate will bring strong technical expertise, proven project management skills, and a collaborative approach to working with City departments, consultants, and the public to ensure the successful delivery of Ventura’s diverse capital projects.
The Senior Civil Engineer is distinguished from the Civil Engineer class by the greater degree of independence exercised in accomplishing the work, by the level and complexity of the assignments and the supervision of registered or non-registered engineers. About the DepartmentThe Engineering Design Division of Ventura’s Public Works Department manages the planning, design, and delivery of the City’s Council-approved 5-year Capital Improvement Program. The division provides professional engineering services for projects that improve streets, water, wastewater, storm drains, public buildings, and parks. The department has been APWA-accredited since 2014 and utilizes innovative project management tools, including Trimble Unity Construct and Workday, to ensure efficiency and quality in all public works projects.
Key ResponsibilitiesDepending on assignment, duties may include, but are not limited to:
- Plan, develop, coordinate, and direct major engineering projects involving the design and construction of municipal infrastructure.
- Manage, schedule, and monitor multiple CIP projects through all phases, from concept to contract award.
- Prepare comprehensive project reports, cost estimates, plans, specifications, and technical documents.
- Assist the Principal Civil Engineer with developing capital improvement and land development programs, budgets, and schedules.
- Review and interpret engineering designs, construction drawings, and specifications; oversee pre-construction activities.
- Retain and manage consultants through RFP processes; coordinate with permitting and regulatory agencies.
- Supervise, train, and evaluate assigned professional and technical staff; determine priorities and review work products.
- Review land development projects to assess impacts on public infrastructure and develop appropriate project conditions.
- Coordinate with internal departments and external partners to ensure project compliance and timely delivery.
- Present project updates at community meetings, City Council sessions, and other public forums.
- Perform related duties as assigned.
The Ideal Candidate - Preferred Qualifications- Proven experience in designing and managing contracts for municipal infrastructure projects.

- Exceptional verbal and written communication skills, with the ability to engage effectively with diverse stakeholders.

Minimum Qualifications - RequiredA combination of training and experience equivalent to a Bachelor’s Degree in Civil Engineering or a related field and four years of professional Civil Engineering experience which includes some project management experience, and one year in a lead capacity, preferably with a public agency.
License: Possession of, or ability to obtain, a valid class C California driver's license.
Certificate: Registration as a Professional Civil Engineer in the State of California is required at the time of appointment.
