    Continuum of Care Manager
    (Business Services Manager)

    SALARY INFORMATION

    Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications,
    subject to appropriate authorization.

    OPEN TO THE PUBLIC
    This recruitment will establish an open eligible list that will be used to fill current and future Business Services Manager positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    OFFICE OF CARE COORDINATION
    The Office of Care Coordination is a division of the County Executive Office and ensures the County of Orange’s efforts to address homelessness are coordinated, comprehensive and compassionate by providing leadership, facilitating care for vulnerable populations, and supporting the integration of services in key service delivery areas. It is the goal of the Office of Care Coordination to prevent homelessness for any household at risk and to provide stable housing for anyone currently experiencing homelessness.

    THE OPPORTUNITY
    The Continuum of Care Manager for the Office of Care Coordination will be an experienced, dynamic manager who will coordinate the Continuum of Care, its Board, Committees and related initiatives in support for the Continuum of Care Program and the County of Orange's efforts to address homelessness. The Continuum of Care Manager will provide leadership and technical support to the Orange County Continuum of Care which includes the following interventions: homelessness prevention, street outreach, emergency, interim and permanent housing for people experiencing homelessness. The Continuum of Care Manager will facilitate the Continuum of Care Program which includes regional coordination and collaborations; identification of funding and resources to develop and sustain homeless service programs; promotes access to and effective utilization of mainstream programs and promotes the implementation of best practices and evidence-based approach to homeless programs and services. This position reports directly to the Director of Operations.

    The following is a description of the duties for the job duties for the Continuum of Care Manager, which include, but are not limited to:
    • Strategic planning and implementation of the Continuum of Care Program, Coordinated Entry System, Homeless Management Information System, and Point in Time Count
    • Facilitating and managing all meetings for the Continuum of Care Board, Committees and related initiatives
    • Supporting and providing technical assistance to agencies within the Continuum of Care
    • Presenting information to public officials, boards, commissions, and stakeholders at meetings and hearings
    • Overseeing and developing administrative and financial documents in relation to grants, contracts, and budgets dedicated to addressing homelessness
    • Developing, implementing, and evaluating Continuum of Care Program and related initiatives to drive continuous improvement and advance Office of Care Coordination goals
    • Maintaining and updating policies and procedures in alignment with best practices and evidence-based approaches, as well as federal and state guidance
    • Coordinating with County departments, cities, law enforcement, nonprofits, and individuals with lived experience of homelessness to ensure broad stakeholder engagements and effective service delivery
    • Acting as a community liaison for public meetings and inquiries regarding the Continuum of Care Programs and related initiatives and funding opportunities
    • Developing metrics to monitor, evaluate, and ensure compliance with programs, projects, and grants
    • Making policy recommendations and business decisions using sound judgement and risk management
    • Staying informed of political developments and collaborating with government, business, and community stakeholders to meet emerging challenges
    • Traveling throughout Orange County and attending evening/weekend meetings as needed, along with performing related duties as assigned
    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    In addition to the minimum qualifications, the ideal candidate will possess a Bachelor's degree in Public Administration, Public Health Administration, Public Policy, Social Work, Human Services or a related fieldalong with at least three (3) years of experience in homeless services. A general understanding of the Continuum of Care Program, the Coordinated Entry System and its role in the community in addressing homelessness is essential.

    In addition, the ideal candidate must have at least three (3) years of experience and/or knowledge of directly working with boards and committees, displaying strong communication skills and the ability to work with a myriad of external agencies and stakeholders.

    The ideal candidate will have experience in the following competencies:

    Technical Knowledge | Technical Experience
    • Knowledge of federal, state, and local homeless funding sources and homeless services initiatives
    • Knowledge of grants related to homeless services including but not limited to the Continuum of Care, Emergency Solutions Grant (ESG) and Homeless Housing Assistance and Prevention (HHAP)
    • Experience with grant and program budget activities, including detailed management of multiple federal and state-level grants budgets and allocation of funds for various County programs and contracts
    • Reviewing and facilitating contract monitoring to ensure compliance with program and grant requirements
    • Analyzing qualitative and quantitative data to evaluate the Continuum of Care's effectiveness and overall performance, including progress on the System Performance Measures and local goals
    • Utilizing a variety of resources and gathering information to identify areas of improvements and recommend quality improvements

    Leadership Skills
    • Working collaboratively and establishing rapport with staff, managers, and people outside the organization
    • Working in collaboration with the Continuum of Care, its Board, Committee and related stakeholders to implement strategies and objectives to effectively address homelessness
    • Selecting, training, leading and motivating high performance and results oriented teams
    • Building and maintaining positive forward focused customer-oriented work environments
    • Foster team atmosphere and reward collaboration

    Communication Skills
    • Must have excellent interpersonal skills and the ability to collaborate effectively with a wide range of stakeholders, including the County Executive Office, Board of Supervisors, Commission to Address Homelessness, County departments, cities, non-profits, advocates, residents, and community groups
    • Communicating effectively on sensitive issues, demonstrating excellent conflict resolution skills and diplomacy, which leads to successful outcomes
    • Listening effectively and building consensus among diverse groups for the purpose of meeting business objectives
    • Writing and speaking clearly, succinctly, and persuasively to clearly convey information
    • Experience writing complex reports, grants, and other required documents that demonstrate the impact and outcomes of programs
    LICENSE REQUIREMENT
    Possession of a California Class C Driver License is Required.

    RECRUITMENT PROCESS

    Structured Oral Interview | SOI (Weighted 100%)
    Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

    Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
