    The Position

    We are currently recruiting to fill two (2) Departmental Human Resources Analyst II vacancies in the Employment and Human Services Department. The eligible list resulting from this recruitment may also be used to fill other vacancies countywide.

Personnel Services is a Division of the Administrative Bureau of EHSD, with a staff of 31, supporting 2000+ regular, WEX, temporary, and contract employees.
    EHSD is seeking an HR generalist with expertise in HR Analytics. In this role, you will play a crucial part in providing professional human resources services to assigned programs/divisions by performing personnel work of difficult and complex nature in the area of employee relations. You will join a team of clerical, technical, and professional personnel staff with dedicated oversight from a supervisor in the Personnel Services Division.

    • Advising supervisors on handling performance issues, workplace concerns, and team dynamics with confidence and fairness.
    • Investigate complaints and grievances, working toward fair outcomes that build trust and compliance.
    • Help staff navigate leave requests, return-to-work plans, and workplace accommodations.
    • Coaching leaders on applying policies, labor agreements, and best practices in employee relations.
    • Representing the department in hearings, grievances, or mediations with professionalism and preparation.
    • Partnering with managers to design recruitment strategies, run fair selection processes, and bring in top talent.

    Minimum Qualifications

    Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience: Two (2) years of full-time or its equivalent professional human resources experience. Qualifying experience should include employee and/or labor relations.

    Note: Professional Human Resources experience is defined as performing duties that require interpretation, independence of judgment and application of defined principles, practices and regulations.

    AND

    Education: Possession of a Bachelor's degree from an accredited college or university. A major in human resources management, business administration, public administration, industrial / organizational psychology, or a closely related field is preferred.

    • PHR
    • Public sector experience
    • Investigations experience
    • Experience working in a unionized environment
    • Master’s Degree in Public Administration, Human Resources Management, or a related field.


    Selection Process

    1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
    2. Online Multiple-Choice Test: Candidates who clearly demonstrate that they possess the minimum qualifications will be invited to participate in an online test. You will need access to a computer with a reliable internet connection to participate in the assessment. This multiple-choice test will assess candidates on the required competencies and technical skills. (Weighted: 100%)
    3. Hiring Interview: TBD


    If you apply for another recruitment that uses this exam and the test is scheduled within 6 months of the date you took the test this time, you will not have the option to re-take the exam.

    CONVICTION HISTORY

    DISASTER SERVICE WORKER
