JOB SUMMARYIn collaboration with stakeholders, develop strategic training programs to align with organizational needs and initiatives, forming an ongoing Learning and Development Program. Identify resources to meet identified needs, ensuring the delivery of robust training through the development of a curriculum for using internal talent augmented by outside training resources to develop a robust Learning and Development Program. As courses are added, develop into an ongoing learning platform/program leveraging technology through the LMS as appropriate. Works with general supervision by the Director of Human Resources or the Assistant Director of Human Resources.
ESSENTIAL FUNCTIONSAssess and analyze citywide training and development needs. In collaboration with user departments/stakeholder team, develop organizational training and development strategy, identifying needs for technical skills, soft skills, and leadership career development. Engage with professional training associations and training resources. Design, develop, implement, and monitor a COSM University module-based training program to educate employees on citywide policies and procedures for internal service departments and/or policies and procedures. Work with department subject matter experts to develop curriculum and assist subject matter experts in training delivery. Analyze the effectiveness of leveraging delivery through the city’s online learning management system (currently NEOGOV Learn).Identify training programs that align with the citywide initiatives and employee learning and development strategy.Plan, create, and/or procure training content and assure effective delivery. Develop evaluation tools, collect and analyze training outcomes, and assess effectiveness.Manage the LMS, including operational structure and program offerings. Schedule and deliver training workshops, seminars, classes, and presentations, which include facilitating classroom exercises, activities, and group discussions. Analyze and determine the most appropriate methods for each unique learning situation. Determine the level and type of classroom engagement with participating departments.Perform special projects as needed to support departmental and organizational goals. Evaluate the appropriateness and effectiveness of training modules, workshops, etc., and make changes as needed to ensure offerings are relevant and robust.
DECISION MAKINGConsiderable knowledge, judgment, tact, sensitivity, and flexibility are required to work effectively with employees at various levels, from line workers to upper management, and the evaluation of outside trainers.
MINIMUM QUALIFICATIONS- A high school diploma or GED equivalent is required.
- Four (4) years of experience in workplace adult learning required.
- Candidate must have excellent verbal, written, and presentation skills, including facilitation and team leadership skills.
- Must be proficient in Office Suite to include Word, PowerPoint, and Excel.
- Knowledge of database applications (LMS/ERP).
- Must possess a valid Texas driver’s license with an acceptable driving record.
CORE COMPETENCIES AND PHYSICAL DEMANDSPREFERRED QUALIFICATIONS- A bachelor’s degree in a related field is preferred.
- Experience in a similarly situated governmental setting preferred.
- Experience in developing closely aligned programs is preferred.

PHYSICAL DEMANDS AND WORKING CONDITIONSPhysical requirements include lifting up to 25 pounds occasionally. Subject to vision, hearing, and talking constantly; handling and fine dexterity frequently; standing, sitting, walking, lifting, carrying, pushing/pulling, reaching, and foot controls occasionally; kneeling, crouching, crawling, bending, twisting, climbing, and balancing rarely.
