    ABOUT THE POSITION

    The Clark County Department of Administrative Services is seeking qualified candidates for the position of Code Enforcement Manager. In this role, the Code Enforcement Manager will direct and review the work of Code Enforcement Supervisors and Animal Control Supervisors. These Units have responsibility for animal shelter and pet adoption programs, as well as enforcement of animal codes, zoning, solid waste, water conservation, nuisance and graffiti abatement codes, providing protection and safety of residents as well as the visual enhancement of the community. This position is responsible for supervising staff performance, supporting both divisions with investigations and enforcement of Title 1, 7, 9, 10, 11, 14, 22 and 30 and ensuring all investigations and division operations are in compliance with Clark County Code and regulations. Works closely with elected officials and senior management. Additionally, this position will provide direct support to the Deputy Director of Administrative Services.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    MINIMUM REQUIREMENTS

    Education and Experience: Bachelor's Degree in Public Administration, Engineering or a field related to the work, and five (5) years of experience in administering animal control ordinances and regulations or zoning, building or related codes and regulations, including two (2) years of full-time supervisory experience. Equivalent combinations of education and professional level experience that has provided the skills and knowledge necessary to perform all job functions at this level may be considered.

    Working Conditions: Typical office setting. Willingness to supervise the handling of injured, ill or dead animals in potentially hazardous situations. Respond to emergency situations. May work out of doors in various weather conditions and with exposure to potentially hazardous materials, insect and/or noxious plants.

    Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment. Certification as a Building Inspector - ICC, Mechanical Inspector and/or Code Enforcement Officer is preferred.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Medical Examination: Employment is contingent upon the results of a physical examination performed by our examining physician.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    • Plans, organizes, manages, directs, reviews and evaluates the work of Animal Control and Code Enforcement Officers and office support staff directly and through subordinate supervisors.
    • Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the animal control and code enforcement sections of the Administrative Services Department.
    • Prepares budget recommendations and manages budget appropriations for the animal control and code enforcement units.
    • Develops and implements management systems, procedures and standards for program and staff evaluation.
    • Directs the selection, supervision and work evaluation of assigned staff.
    • Secures court orders, warrants and other legal documents and handles the most difficult zoning, nuisance, animal control and abuse cases.
    • Provides technical assistance to subordinates in difficult, technical or sensitive situations.
    • Maintains and directs the maintenance of accurate records and files.
    • Assists the District Attorney staff in the prosecution of animal abuse and code enforcement cases; testifies in court as required.
    • Speaks to and meets with a variety of community, business and educational organizations to further goals of the program.
    • Coordinates the work of the section with that of other sections, divisions, departments, outside agencies and individuals.
    • Monitors legislation and other developments related to animal control and code enforcement activities; evaluates their impact on County operations and recommends and implements policy and operational improvements.
    • Oversees specific programs such as nuisance abatement, sign enforcement, graffiti abatement, tenant/landlord mediation, water conservation, solid waste disposal, police assistance and similar community enhancement programs.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
    • Uses standard office equipment and drives a County or personal motor vehicle in order to reach various county locations and respond to emergency and/or other sensitive situations.
